CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited, the Town Clerk called the roll and a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars reported the following:
- Plowed and sanded when needed.
- Cut trees as needed to clear roadways.
- Gas, fuel and maintenance logs given to Highway Committee
Highway Committee Report - discussion was held regarding the need to replace a Highway Department pick-up truck. Superintendent DeMars will obtain prices via NYS contract.
CODE OFFICER'S REPORT
2 Building Permits, 1 Demo Permit and 2 Certificates of Occupancy were issued in March.
NEW BUSINESS
A. Solicit Bids for Road Sand
RESOLUTION #16
On a motion by Councilman Smalley, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Town Clerk to publish a notice to solicit sealed bids, to be opened at the May 11 monthly board meeting, for the purchase of up to 12,000 tons of road sand as per NYSDOT specifications: ALL AYE
B. Agreement for the Expenditure of Highway Moneys
RESOLUTION #17
On a motion by Councilman Woodcock, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of highway funds of up to $326,745.40 for purpose of permanent improvements for approximately 1.9 miles of Cold Brook Road: ALL AYE
C. State Contract Price Tractor Purchase
RESOLUTION #18
On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the Highway Fund purchase of a Kubota M7060HDC Utility Cab Tractor from Snell Equipment under the NYS Contract price of $38,968.15: ALL AYE

RESOLUTION #19
On a motion by Councilman Woodcock, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby appoint Paul Blaine fill the position of Town of Franklin Code Enforcement Officer: ALL AYE
E. Kate Mountain Park Plans
RESOLUTION #20
On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Town Clerk to publish a Request for Proposals public notice for architectural design services to create plans and/or visuals for the future use of Kate Mountain Park: ALL AYE
F. Town Clerk/Tax Collector Request to Accept Credit/Debit Cards
RESOLUTION #21
On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the Town Clerk/Tax Collector to accept credit/debit cards for payments of fees/taxes collected by that office and does further authorize the Town Clerk to enter into a contract with govpay.net in order to do so: ALL AYE
G. Shooting Range in the Town of Franklin
Supervisor Willman reported that the proposed sale of the property to the SL Fish and Game Club for the purpose of a shooting range has been withdrawn. Supervisor Willman is discussing this type of matter with Attorney for the Town Ed Murphy to see what authority the Town Board has over property use.
OLD BUSINESS
A. Bigelow Road
Supervisor Willman will contact DEC
B. Pole Barn Doors
Doors are scheduled to be installed next week.
COMMITTEE REPORTS
A. Cemetery
Councilman Smalley and Superintendent DeMars will coordinate improving roads in Union Cemetery on Route 3 in Vermontville.
B. Veterans
There will be a Veteran's Memorial Service at Kate Mt. Park to kick-off Founder's Day.
C. Celebration
Founder's Day and Pumpkin Heaves need volunteers.
D. Recreation
Summer Youth Program to run July 5-Aug 12.
PUBLIC COMMENT
The Town Board congratulated Mary Ellen Keith for being named Franklin County Senior Citizen of the Year. There will be a ceremony on May 11 in Albany for all NYS award recipients.
ADJOURNMENT
There being no further business before the board, Supervisor Willman adjourned the meeting at 7pm.
