Regular Monthly Town Board Meeting
April 8, 2015

Board members present:

Supervisor Art Willman, Councilman Tom Bartiss, Councilman Don Hamm and, Councilman Clifford Smalley.

Board Members Absent:

Councilman Al Berg

Others Present:

Jacques DeMars-Highway Superintendent, Melinda Hadley-Historian, Jon MacDowell, Doris Hamm, Ed Martin and, Lauren LeFebvre-Town Clerk

CALL TO ORDER

Supervisor Willman called the meeting to order at 5:30pm.
The Pledge of Allegiance was recited. The Town Clerk called the roll, noting Councilman Berg absent and a quorum present.

PUBLIC COMMENT

Ed Martin stated one of the surplus pick-up trucks sold last year still has the Town of Franklin logo on it. The Town Clerk will contact the buyer.

Questions re: Supervisor's Report- Melinda Hadley, Town Historian, asked what the Historian Fund can be used for. Supervisor Willman will check with the bookkeeper to see what type of account the Historian Fund is.

HIGHWAY SUPERINTENDENT'S REPORT

Superintendent DeMars read the following report:

Plowed and sanded when needed.
Request sand bids
Shared Services agreement: needs to be updated
New truck has been delivered and old truck has been picked up by Clarks.
Current contract for blacktop ends April 30th, which means there could be a price increase.
Gas, fuel and maintenance logs given to Highway Committee.

HIGHWAY QUESTIONS AND COMMENTS

Supervisor Willman read aloud two emails he received:

Cynthia Martino has concerns about the condition of Blue Spruce Drive in Loon Lake and requested the repair of this road be a priority this year. Ms. Martino's email will be kept on file in the Town Clerk's office for one year.

Dick Jarvis has concerns regarding drainage issues, particularly during the spring thaw, on Norman Ridge Road. Mr. Jarvis' email will be kept on file in the Town Clerk's office for one year.

No action was taken by the board as these are highway maintenance issues, therefore under the purview of the Highway Superintendent, not the Town Board.

HIGHWAY COMMITTEE REPORT

Councilman Smalley volunteered to serve on the Highway Committee while Councilman Berg is away. Supervisor Willman appointed Councilman Smalley to the Highway Committee.

NEW BUSINESS

A. Pole Barn and Oil/Water Separator Bids-One bid was received for the Oil/Water Separator.

No Bids were received for the Pole Barn. Pole Barn Spec's have been revised for a 40'x60' structure. The board did not open the one bid for the Oil/Water Separator.

Resolution #12 Re-bid Oil/Water Separator and Pole Barn Projects

On a motion by Councilman Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Town Clerk to solicit sealed bids for construction of a 40'x60' Pole Barn and an Oil/Water Separator.

B. Sand Bids

Resolution #13 Solicit Sealed Bids for Road Sand

On a motion by Councilman Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Town Clerk to solicit sealed bids for the purchase of up to 12,000 tons for screened road sand to meet NYS Specifications.

OLD BUSINESS

A. CDBG/HUD- 3 of 8 approved projects are in the construction stage. Other approved projects are in the bidding phase or work write-up phase. No word has been received on the status of the Town's 2014 application for this program.

B. Electronic Outdoor Sign- The Town Clerk is in the process of obtaining quotes.

C. Cemetery Bugs- Property owner Paula Tuthill expressed her concern to Supervisor Willman regarding the 2014 infestation of Mining Beetles at Union Cemetery on Route 3. Mrs. Tuthill's property borders the cemetery and the bugs have migrated to her property. Councilman Bartiss identified the pests as Rose Chafers. He will address this issue. Supervisor Willman will contact Nature's Way Pest Control.

D. Monthly Meeting Times-

Resolution #14 Establish 5:30pm as Regular Monthly Meeting Time

On a motion by Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED that the Town Board of the Town of Franklin will hold its regular monthly board meetings at 5:30pm on the second Wednesday of each month at the Franklin Town Hall, 7 Cold Brook Road, Vermontville, NY.

COMMITTEE REPORTS

Cemetery-no report

Veteran-no report

Celebration- Lauren reported approximately 40 children participated in the Easter Egg Hunt on March 28. Planning for Founder's Day and Pumpkin Heaves Festival will begin in May. Volunteers are needed.

Building- no report

EXECUTIVE SESSION

On a motion by Councilman Smalley, second by Councilman Hamm, the board moved into executive session at 6:40pm to discuss a personnel matter. (C.Smalley-D.Hamm m/s/p) all aye

Present in executive session were Supervisor Willman, Councilman Hamm, Councilman Smalley, Councilman Bartiss and Superintendent DeMars. The board moved out of executive session at 6:54pm.

Supervisor Willman reopened the public portion of the meeting at 6:55pm and stated no action was taken in executive session.

ADJOURNMENT

There being no further business before the board, Supervisor Willman adjourned the meeting at 6:55pm. (C.Smalley-T.Bartiss m/s/p) all aye
