DRAFT MINUTES OF THE HOUSING REHAB GRAND PUBLIC HEARING And MONTHLY TOWN BOARD MEETING
December 11, 2013 - 6:30 PM
PUBLIC HEARING ON 2013 PRELIMINARY BUDGET

Highway Superintendent Jacques DeMars, Councilman Elect Tom Bartiss, Friends of the North Country Executive Director Scott Campbell, Karen Boldis, Doris Hamm and Town Clerk Lauren LeFebvre

1. CALL TO ORDER

Supervisor Willman called the Public Hearing to order at 6:30pm and turned the floor over to Scott Campbell.
Mr. Campbell explained the eligibility criteria for the grant through the US Department of Housing and Urban Development. Approximately 30 residents contacted Friends of the North Country regarding this assistance who, after a very brief interview, appear to meet the eligibility requirements.
Karen Boldis inquired about the waiting lists regarding other funding sources in the area. Mr. Campbell will contact Ms. Boldis at a later time.

2. ADJOURNMENT: There being no more public comments, Supervisor Willman adjourned the hearing at 7:05pm.

Supervisor Willman called the meeting to order at 7:05pm,the Pledge of Allegiance was recited; the Town Clerk called the roll and stated the full board was present.

8. HIGHWAY REPORT

A. Superintendent DeMars submitted the following report:


• Plowed and sanded when needed.
• Blue Spruce Drive/ Howe Rd.- Both roads done (FEMA) and have been closed out.
• Had men out several times due to high winds.
• Updated road inventory has been signed and sent in.
• Should receive CHIPS check (deposit in bank) on Dec. 18.
• Hauled more sand.
• Ordered salt.
• Took Ford tractor with old mower to Merrillsville to store for winter.
• Took Zipper to Merrillsville to store for winter.
• Beaver problems in several areas around town.
• OGS- Grader. With assistance from the county's truck and trailer and pre-approval by Supervisor Willman, we picked up one 1985 130 cat road grader from Fort Drum. This machine has 205 hours on the meter. The cost was $ 3,500.00.
• Request that the $1200 in A5010.11 be transferred to DA5148.1 *Dept. pay to services other

RESOLUTION #56
On a motion by Councilman Smalley, second by Councilman Berg, BE IT RESOLVED that the Town of Franklin Town Board hereby approves the purchase of a 1985 130 CAT Road Grader, through the NYS Office of Government Services, from Fort Drum in the amount of $3500.00.

9. NEW BUSINESS

A. Snow and Ice Contract

RESOLUTION #57
On a motion by Councilman Merrill, second by Councilman Berg, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize Superintendent DeMars to enter into a contract for the removal of snow and the sanding of 28.18 miles of County Highways (CR 26,48,55,60) within the Town of Franklin for the years 2014-2015 in the amount of $5,217 for a total of $147,015.06.

B. Pick Up Truck Bids

The Town Clerk stated one bid was received and proceeded to open the sealed bid. The bid received was in the amount of $1525.00 for the 2004 ¾ Ton Chevrolet Pick-Up Truck, submitted by Betsy Corris. No bids were received for the 2006 Dodge. The Town Clerk was directed to rebid the vehicle with a minimum bid of $4500.

RESOLUTION #58
On a motion by Councilman Merrill, second by Councilman Berg, BE IT RESOLVED that the Town Board of the Town of Franklin acknowledges that the bid received meets the minimum bid requirement of $1500 and does hereby award the bid to Betsy Corris in the amount of $1525.00.

C. Ethics Board Vacancies

Supervisor Willman stated there are two vacancies on the BOE. Anyone wishing to serve or having suggestions should contact Supervisor Willman.

D. Cemetery Policy Changes

Councilman Merrill stated the Cemetery met with Cemetery Custodian Tim Goff to discuss and review the proposed changes. Changes were provided to the Town Clerk to incorporate into the Guidelines and Rules.

E. Friends of the North Country HUD Grant Application

RESOLUTION #59
WHEREAS, this Town Board authorized the Town’s participation in the CDBG Community Development Block Grant, administered by the New York State Homes and Community Renewal Office now therefore be it
RESOLVED, that Friends of the North Country, Inc., a 501(c)3 not-for-profit corporation, is hereby authorized to prepare and submit an application to New York State Homes and Community Renewal for the purposes of Community Development within the Town’s jurisdiction, and be it further
RESOLVED, that this Town Board does hereby adopt the Abbreviated Consolidated Plan, the Citizen Participation Plan and the Anti-Displacement Plan; and be it further
RESOLVED, that a copy of this Abbreviated Consolidated Plan, Citizen Participation Plan and Anti-Displacement Plan be sent by the Town Clerk of the Town of Franklin to the New York State Homes and Community Renewal Office. RESOLVED that the Town Supervisor is hereby authorized to sign and execute associated documentation for the aforementioned NYS Homes and Community Renewal CDBG Application.

F. Snow Plowing at Clerk's Residence

The Town Clerk announced that she will collect taxes at her home by appointment.

C. Land Inventory Councilman Smalley is the process of creating a work group.

11. COMMITTEE REPORTS.

A. AUDIT. No report

B. CELEBRATION. Christmas Party 12/21 1-3

C. C. Ice Skating Councilman Smalley met with Mike Richey from the Saranac Lake Civic Center. Mr. Richey was very receptive to the Town’s proposal to sponsor ice time for public skating at the Civic Center. Details are being worked out. Councilman Smalley will have further details at the December 30, 2013 Year-End Town Board Meeting.

12. ANNOUNCEMENTS

The Town of Franklin Year-End Town Board Meeting will be held December 30, 2013 at 6pm. 2014 Elected Officials will be sworn in immediately following the meeting.
