December 18, 2019 Special Town Board Meeting 5:30pm

BOARD MEMBERS PRESENT:

Supervisor Art Willman, Councilman Tom Bartiss, Councilman Cliff Smalley, Councilman Don Hamm and Councilman Peter Woodcock

OTHERS PRESENT:

Nathan Hammaker—First Choice Restoration, Doris Hamm, Dick Jarvis, Leo Demong, Dot Brown, Julie Woodcock, Autumn LeFebvre, Code Officer Paul Blaine, Highway Superintendent Jacques DeMars and Town Clerk Lauren LeFebvre

CALL TO ORDER

Supervisor Willman called the public hearing to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

Nathan Hammaker:Mr. Hammaker explained the various steps he envisioned that town will need to take between now and having a completed, usable highway garage. He reminded the board that the usual municipal insurance policy covers replacement costs. It has been his experience that entities encounter a lack of finances when they rebuild with significant upgrades. Mr. Hammaker expressed interest in working with the Town of Franklin to get through this process in whatever capacity, if any, the Town deemed appropriate. Rate would be based upon level of involvement.

Also Fire Related: Supervisor Willman stated he sent correspondence to the property owner behind the Town Garage property in inquire as to whether they had interest in selling approximately 100ft. He has been contacting metal building vendors, site planners and other relevant entities to solicit quotes for their services. Councilman Hamm stated he would like to contact a surveyor to have the garage property surveyed. Discussion was held regarding the timing of these solicitations as three current board members will be terming off the board in two weeks.

RESOLTUION #45 HALTING ALL SOLICITATION REGARDING THE HIGHWAY GARAGE REBUIDING UNTIL AFTER JANUARY 1, 2020 On a motion by Councilman Woodcock, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin will not solicit formal or informal quotes/estimates on scopes of work, property or goods and services on anything with regard to the rebuilding of the Town of Franklin Highway Garage until after January 1, 2020.

Highway Department Radios Superintendent DeMars informed the board that his department has been operating without radios in the truck that we lent to the Town of Franklin. Discussion was held it was agreed upon that all current needs for the Highway Department are covered in the Emergency Declaration as he all prior authorization to make emergency purchases as specified in the Emergency Purchase Section of the Town of Franklin Procurement Policy and NYS General Municipal Law

ADJOURNMENT

There being no further business to discuss, Supervisor Willman adjourned the meeting at 7pm.
