Special Monthly Town Board Meeting

Highway Superintendent Jacques DeMars and Town Clerk Lauren LeFebvre

CALL TO ORDER.

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, stating the full board was present.

A. CLASS Supervisor Willman informed the board that he has been notified of changes in the New York Cooperative Liquid Assets and Securities (CLASS) that must be approved by the municipality involved. The changes were incorporated into the existing agreement to better conform to NYS General Municipal Law, empower the governing board to further amend the investment policy without further amendment to the cooperative while still maintaining appropriate notice to Participants and allows for the potential creation of other investment options as market conditions change of improve over time.

RESOLUTION #9 NYCLASS AMENDMENT On a motion by Councilman Smalley, second by Councilman Berg, the following resolution was adopted:
WHEREAS, New York General Municipal Law, Article 5-G, Section 119-o, which empowers municipal corporations and districts to enter in, amend, cancel and terminate agreements for the performance among themselves of their respective functions, powers and duties on a cooperative or contract basis;
WHEREAS, the Town of Franklin wishes to invest certain of its available investments funds in cooperation with other corporations and/or districts pursuant to a municipal cooperation agreement;
WHEREAS, the Town of Franklin wishes to assure the safety and liquidity of its funds;
Now, therefore IT IS HEREBY RESOLVED as follows:
The Town Supervisor Arthur P. Willman, Jr. is hereby authorized to execute and deliver the Cooperative Investment Agreement in the name on and on behalf of the Town of Franklin.

B. 2015 Tandem Warrantee Supervisor Willman and Highway Superintendent DeMars have researched the various warrantee options available for the 2015 International and provided the board with them.

RESOLUTION #10 Approval of Warrantee Purchase for 2015 International Tandem On a motion by Councilman Smalley, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin will purchase an 84 month/150,000 mile/5400 hour extended service contract for $3520.00 and a 60 month/100,000 mile extended vehicle contract for $7080.00 for a total of $10,600. This amount is not included in the bid price or financing options.

C. Appointment of Health Officer and Board of Ethics Member

RESOLUTION #11 APPOINTMENT OF HEALTH OFFICER AND BOARD OF ETHICS MEMBER On a motion by Councilman Berg, second by Councilman Smalley BE IT RESOLVED that Lisa Newman be appointed Town of Franklin Health Officer with a stipend of $300 per year (A4010.4) and that Aaron Caiazza be appointed the 3rd member of the Town of Franklin Board of Ethics (there is no salary for this position).

D. Executive Session Councilman Bartiss moved, second by Councilman Hamm, to enter into Executive Session at 5:47pm. (T.Bartiss-D.Hamm m/s/p) all aye. The board moved into Executive Session at 5:48pm. Present in Executive Session at 5:48pm. Those present in Executive Session were Supervisor Willman, Councilman Hamm, Councilman Smalley, Councilman Bartiss, Councilman Berg, Superintendent Jacques DeMars and Town Clerk Lauren LeFebvre. Highway Superintendent DeMars left Executive Session at 6:05pm. The board moved out of Executive Session at 6:20pm. (C.Smalley-A.Berg m/s/p) all aye Supervisor Willman reopened the public meeting at 6:21pm and stated no action was taken in Executive Session.

E. Assessor Doug Tichenor has informed that Town of Franklin he will be retiring at the end of 2014 but he would like to continue as the Town of Franklin’s Assessor.

ADJOURNMENT

There being no further business before the board, Supervisor Willman adjourned the meeting at 6:27pm.
