CALL TO ORDER:

Supervisor Willman called the monthly meeting to order at 5:45pm.

REVIEW/APPROVAL OF DECEMBER 12 AND 27, 2018 MEETING MINUTES

(Councilman Smalley requested clarification on the Town's change in amount of support we are providing to the Saranac Lake Civic Center to sponsor “free skating”. The amount given by the Town has been $1550 since 2014. Supervisor Willman stated he did not receive a request for support. Councilman Smalley indicated a request would be forthcoming.

HIGHWAY SUPERINTENDENT'S REPORT

Superintendent DeMars reported the following:

  • Plowed and sanded as needed
  • Limbed many trees
  • Cut trees that were down
  • Maintained the Town Hall Parking lot (front and rear) many times as requested by Supervisor Willman
  • Maintained the dry hydrants and platforms many times as requested by Supervisor Willman Gas, fuel and maintenance logs given to Highway Committee

CODE OFFICER'S REPORT

Building Permits Issued-2, Certificates of Occupancy-2, Inspections-5, Fees Collected $96.62

NEW BUSINESS

A. Review Proposal for Part-Time General Fund Position - Supervisor Willman proposed the board consider creating a General Fund part-time position to check the building, perform small maintenance tasks and, since the person would be here already, they could clean the Town Hall. Councilman Bartiss, stated Bonnie Webb has been awarded the Cleaning Contract. Supervisor Willman requested the board look again at the bid notice as it does not require final cost, therefore the other bid received from Glenn Swinyer could be considered. Councilman Smalley stated he would like to pose this issue directly to the Comptroller's Office for clarification. Supervisor Willman stated he will arrange a conference call.

B. Procurement - Supervisor Willman distributed a publication from the Office of the NYS Comptroller called “Seeking Competition in Procurement”.

RESOLUTION #45 SOLICIT PROPOSALS FOR LANDSCAPING - On a motion by Councilman Woodcock, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Town Clerk to solicit proposals in January 2019 for landscaping around the solar array and the board does FURTHER RESOLVE the proposals be announced at the regular board meeting on February 13, 2019.

OLD BUSINESS

A. Solar Project Update - Supervisor Willman reported installation of a transformer is the next step in the project.

B. Waterfront & Hamlet Revitalization Grant- - No update

C. Community Building Update - None

D. Cleaning Contract - The Town Clerk will forward the draft contracts for grounds keeping and cleaning to the Attorney for the Town, Eric Gustofson.

E. Board of Assessment Review- - Jean Baltzly, a long time member and chair of the review board, is not seeking reappointment. A replacement member is needed.

COMMITTEE REPORTS

A. Facilities Committee - No report.

B. Cemetery - No report.

C. Celebration - No report.

D. Recreation - No report.

SPECIAL MEETING - A special board meeting will be held January 23, 2019 at 5:30pm to discuss the outcome of the conference call with the Comptroller's Office.

ADJOURNMENT

There being no further business to discuss, Supervisor Willman adjourned the meeting at 6:45pm.
