CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll noting a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent Jacques DeMars read the following report:
- Finished building up a section on Goldsmith Rd.
- Cutting shoulders on Plank Road.
- Fixed wash out on Alder Brook Road.
- Used Franklin County Soil and Water’s hydro-seeder on sections of: Cold Brook Road, Muzzy Road, Norman Ridge, Franklin Falls Hill and Fletcher Farm Road.
- Fixed washout on Goldsmith Road.
- Assisted the Towns of Black Brook and Wilmington in paving. Hauled asphalt several days.
- Cut trees as necessary in roadway several times.
- Patched on Sinkhole Road.
- Ongoing beaver problems - continuous cleaning out of many culverts.
RESOLUTION #27 Authorization to Rent Crack Sealer
On a motion by Councilman Woodcock, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve entering into an agreement with Franklin County to mow the county roads located within the Town of Franklin in exchange Franklin County will pay the Town of Franklin $4,000. ALL AYE
RESOLUTION #19 2017 284 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY FUNDS
On a motion by Councilman Hamm, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize and approve of the expenditure by the Highway Superintendent for the rental of a Crack Sealer and purchase of the materials necessary to repair those Town roads the Highway Superintendent determines are in need of such repair. A. Sealed Bids for Road Sand-One sealed bid was received and opened
RESOLUTION #28 Accept Bid for Road Sand
On a motion by Councilman Hamm, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby accept the bid from Trudeau Sand and Gravel, Inc in Saranac Lake, NY in the amount of $4.75 per ton for screened road sand to be picked up and hauled by the Town of Franklin and BE IT FURTHER RESOLVED that the Town of Franklin Town Board does hereby authorize the Highway Superintendent to purchase up to 13,000 tons of road sand: ALL AYE
B. August 15, 2017 Special Election
RESOLUTION #29 Approve Ballot
Whereas on June 14th, 2017 the Town Board of the town of Franklin, Franklin County New York adopted a bond resolution subject to special town election pursuant to the Town Law and the Local Finance law of the state of New York; and
Whereas a complete copy of this resolution is available for public inspection at the office of the Town Clerk of the Town of Franklin, Franklin County, New York; and
Whereas the Town Board of the town of Franklin, Franklin County New York desires to set forth the details of that special election as required by Section 82 of the Town Law of the State of New York, be it hereby
Resolved, that the special election of the Town of Franklin shall be held August 15th , 2017 at the Town Hall of the Town of Franklin, Franklin County, New York; and be it further
Resolved, that the Hours of the special election shall commence at 7am and finish at 7 pm; and be it further
Resolved, that the proposition to be considered shall be as follows: Shall the Town of Franklin, Franklin County, New York (the Town) build a new community center for the Town with a maximum expenditure of $700,000.00 and a maximum borrowing of $700,000.00 for up to fifteen years pursuant to the plans of Tisdale and Associates filed with Town Clerk on the 31st day of May, 2017 and the Bond Resolution of the Town Board of the Town of Franklin, Franklin County, New York adopted on the 14th day of June, 2017.

RESOLUTION #30 Authorizing Agreement with Franklin County Board of Elections
On motion by Councilman Woodcock, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize Supervisor Willman to enter into an agreement with the Franklin County Board of Elections to provide Election Services (use of electronic voting machine, ballot printing) for the Special Election to be held on August 15, 2017. ALL AYE.
C. Solar Array
Supervisor Willman stated the Town of Franklin has been designated a Clean Energy Community by the NYS Energy Research and Development Authority (NYSERDA) and that the Town is in the process of applying for a grant in the amount of $100,000 to install a solar array at Kate Mountain Park. It is anticipated this array would meeting all the energy needs for the Town of Franklin municipal buildings and grounds. As part of the application process it is necessary to solicit RFP's for the project.
RESOLUTION #31 AUTHORIZE SOLICITATION OF BIDS FOR SOLAR ARRAY
On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Town Clerk to publish a Public Notice soliciting sealed bids for the installation of a Solar Array at Kate Mountain Park. ALL AYE.

There being no further business before the board, Supervisor Willman adjourned the meeting at 5:55pm.
