MONTHLY TOWN BOARD MEETING
July 9, 2014 - 7:00 PM

Supervisor Arthur P. Willman, Jr.

Others Present:

Rebecca Heller Romeo, Doris Hamm, Ed Martin, Highway Superintendent Jacques DeMars and, Town Clerk Lauren LeFebvre

1. CALL TO ORDER.

Supervisor Willman called the meeting to order at 7pm and the Pledge of Allegiance was recited. The Town Clerk called the roll, noting the full board was present.

2. PUBLIC COMMENT

Rebecca Heller Romeo- Mrs. Romeo stated she enjoys the trails at Kate Mountain Park and inquired as to when they would be mowed. Supervisor Willman responded by stating the Town Groundskeeper will be mowing the trails within the next few weeks.

3.REVIEW/APPROVAL OF JUNE 11 MINUTES

6. HIGHWAY REPORT

A. Superintendent's Report-Superintendent DeMars submitted the following report:
  • Continue work on Franklin Falls Hill
  • Started mowing the sides of the roads
  • Due to heavy rains, extensive damage was done to the ditch line on Franklin Falls Hill Rd. we had to go back and fill in what got washed out.
  • Due to recent flooding on Fletcher Farm Road, I had to call some men in on their days off to work on road edge and some driveways. 3rd & 4th of July.
  • Hauled some sand
  • Tyler Rd. - ditched a section and cut trees as needed.
  • Pole Barn/ CHIPS money
  • Unit #3 insurance etc.
  • 284's- Blacktop increased by $3.00/ ton.
  • Crusher run by $0.50/ ton
  • DA 5112.2 line is shortened by approximately $46,000. I am asking the Town Board once again to adjust this line.

Superintendent DeMars also presented the board with estimates, totaling approximately $350,000, to repair various sections of road throughout the Town. He stated his department does not have the time or resources to do all the repairs and requested board input to assist in this decision. The Highway Committee will meet with Superintendent DeMars and make a recommendation for board approval at the August 13 board meeting.

RESOLUTION #25 ACCEPT INSURANCE BUY-BACK FOR 2003 INTERNATIONAL 5600 DUMP TRUCK

On a motion by Councilman Berg, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the insurance appraisal loss value of $31,812.00, with an approximate retail value of $33,959.00, for the 2003 International 5600 Dump Truck and authorizes the Town of Franklin to retain ownership of the vehicle.

C. Questions and Comments- Supervisor Willman reported that Jean Baltzly requested he thank the Highway Department for their nice work following the heavy rain and flooding during the previous week.

7. NEW BUSINESS

A. Pole Barn-RESOLUTION #26 AUTHORIZING THE TOWN CLERK TO SOLICIT SEALED BIDS FOR CONSTRUCTION OF A POLE BARN NEAR THE HIGHWAY GARAGE

On a motion by Councilman Hamm, second by Councilman Berg, BE IT RESOLVED that the Town Board does hereby authorize the Town Clerk to solicit sealed bids, to be opened at the August 13, 2014 board meeting, for the construction of a Pole Barn to be located near the Highway Garage using building materials obtained by the Town of Franklin.

B. Kitchen Trailer-RESOLUTION #27 APPROVING THE EXPENSE TO CONVERT KITCHEN TRAILER TO PROPANE

On a motion by Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expense of approximately $3200 to convert the Mobile Kitchen Trailer to propane.

8. OLD BUSINESS

A. 3-Bay Sink-To be purchased from Hulbert's.

B. Union Cemetery Drainage-No progress.

C. Dodge Pick-up-The Town has received 2 offers to purchase the truck in the amount of $2500 (John Fadden and Art Adamson) and one offer for $2501 (Rebecca Heller Romeo). As $2501 was the higher offer the board accepted it. (C.Smalley-T.Bartiss m/s/p) all aye.

D. Newsletter-The newsletter was printed and mailed the week of June 30.

9. COMMITTEE REPORTS.

A. AUDIT. none.

B. Ethics- none.

C. Cemetery-The Town Clerk has been informed by resident Paula Tuthill (her property borders Union Cemetery on Route 3) that there is an insect infestation that is killing an apple tree in the cemetery. The insects have now invaded her property. She requested the town rectify this problem. Councilman Bartiss will look into this and advise the Town Clerk on solutions.

D. Celebration-Volunteers are needed for the following events: Founder's Day (July 26), Punkin' Chunkin' (October 11) and Christmas Party (December 20).

10. ADJOURNMENT

There being no further business, Supervisor Willman adjourned the meeting at 8:40pm.
