The Town Board of the Town of Franklin held a duly noticed Special Board meeting on Monday, March 5, 2007 at 7:00 pm at the Vermontville Town Hall.

CALL TO ORDER
Supervisor Keith called the meeting to order; the Pledge of Allegiance was recited; the Town Clerk called the roll, and announced the full board was present.
AWARD OF BIDS FOR NEW TRACTOR
Following publication a solicitation for bids for a new tractor, three bids were received. The Highway Superintendent, Deputy Hwy Supt. Merrill and Coun. Walt Kretser reviewed the bids received. Messrs. Rascoe and Merrill visited the three locations and inspected the units. Highway Supt. Rascoe recommended the purchase of a New Holland TN 75DA:
- Burke Farm Supply will load both tires with wheel weights and circle lights
- Engine has 75 hp (10 hp more than our specs)
- Wheels extend 5 inches farther on each side, so vehicle more stable
- Seat with arm rests included
- Joy stick control
- 13' 4" extension boom too small; we need 15' boom which will cut 4" diameter tree
- Cold weather package included
- Unit in stock
- Burke Farm Supply has service department and all parts are in stock.
- The price is lower than the John Deere, has 5 more hp and has same options.
With respect to the John Deere unit, Coun. Kretser and Supervisor Keith noted they had difficulty in getting Giroux Bros. to return their telephone calls. Supt. Rascoe had the same difficulty. Supt. Rascoe's opined the Kioti unit was not appropriate for Highway Dept. use - perhaps for personal use; in addition, the dealer does not have a service department. The 1971 tractor will be advertised for sale to the highest bidder, and the proceeds will be returned to the Capital Projects Highway account.
Supervisor Keith indicated Capital Projects Highway currently has a balance of $58,000; an additional $20,000 can be transferred into the account. The tractor can be purchased outright, and the account would still have a balance of $22,205.00 with which to meet other obligations.

WHEREAS, the Town Board published solicitations for bids for a new tractor for the Highway Dept.; and WHEREAS, three bids were received and subsequently reviewed and analyzed; NOW, THEREFORE, after due consideration,
BE IT RESOLVED, that the Town Board of the Town of Franklin hereby authorizes the purchase of a New Holland TN 75 DA tractor from Burke Farm Supply, 1089 Co. Rt. 23, Burke, NY 12917, as follows:

OTHER BUSINESS
1. New DEC Director. Supv. Keith is composing a letter to State Sen. Betty Little concerning the appointment of a new DEC director. She will emphasize the need for the new director to listen closely to the concerns of all communities.
2. Fire/Rescue Contract Update. In her capacity as alternate representative, Supv. Keith attended the most recent meeting of the Saranac Lake Regional Fire Advisory Board. She reported there was some confusion as to the individual representing the Village of Saranac Lake. Coun. Gene Goff emphasized the need to finalize a one-year contract with the Village. Coun. G. Goff thought it might be time to create a fire district with different companies.
3. Meetings, Conferences.
a. Supv. Keith and Town Clerk Oliver will attend the March 13th meeting in Malone concerning the 2010 census; following that meeting, the Chambers of Commerce of Malone and Saranac Lake will host a luncheon to develop plans for the entire County.
b. Town Clerk Oliver will attend the March 8 meeting with Sen. Betty Little concerning cell phone coverage on the Northway.
