November 13, 2019 2020 Budget Public Hearing/Monthly Town Board Meeting 5:30pm

CALL TO ORDER

Supervisor Willman called the Public Hearing to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.


November 13, 2019 - 2020 Budget Public Hearing

2020 Budget: Budget Officer Dick Meagher explained there was a change in the Preliminary Budget with regard to the appropriation of fund balance. This is due to an anticipated increase of approximately $30,000 for the Town's municipal insurance premium. According to the Town's insurance agent, Trident-the Town's current insurance company, has quoted the Town a higher rate this year due to an increase in claims. This change in the Preliminary Budget DOES NOT affect the amount raised in 2020 property taxes.

Supervisor Willman called the Public Hearing to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

Dick Jarvis - Mr. Jarvis inquired as to whether there was something to be done to bring the insurance cost down in the future such a defensive driving courses.

Adjourn Public Hearing Supervisor Willman adjourned the Public Hearing at 5:45pm and opened the regular meeting.

HIGHWAY SUPERINTENDENT'S REPORT

Superintendent DeMars submitted the following written report:

  • Plow and sanded several times, assisted Town of Saranac with hauling of sand, continued roadside mowing and also mowed the old landfill as requested by Supervisor Willman, hauled more sand (us) with assistance of Town of Saranac, paved 2 miles on Rock Street with the assistance of many towns for a total of 4.4 miles this year, put shoulders on section of Rock Street with the assistance of Franklin County, Town of Saranac, Town of Tupper Lake, Village of Tupper Lake, assisted Franklin County doing shoulders on County Route 60, patched holes on Goldsmith Rd with crusher run, cut numerous trees around town that fell into the roadway/ right of way. Also during the windstorm, several sections of roads needed to be closed off due to down wires, dealt with ongoing beaver problems around town and, assisted the contractor to ready the area for stair replacement at the town hall and afterward with leveling the ground with crusher run as requested by Supervisor Willman. Gas, fuel and maintenance logs given to Highway Committee.
  • Highway Committee-Councilman Hamm reported a used Shoulder Machine is for sale through Sheehan Equipment for $25,000. Superintendent DeMars will get more information.

NEW BUSINESS

A. 2020 Town of Franklin Fiscal Budget

RESOLUTION #36 ADOPTING 2020 FISCAL BUDGET On a motion by Councilman Smalley, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby adopt the 2020 Preliminary Budget as the 2020 Final Budget for the Town of Franklin.

B. 2020 Municipal Insurance Our agent, Northeast Insurance, is obtaining additional quotes.

C. 2011 International - Discussion was held regarding the condition/value of this vehicle.

RESOLUTION #37 DISPOSAL OF 2011 INTERNATIONAL TANDEM TRUCK On a motion by Councilman Smalley, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of decommissioning of the 2011 International Tandem Plow Truck and the Town Board does further approve the Highway Superintendent to post the vehicle for sale through the NYS Auction Website after removing any parts of the vehicle he deems beneficial to the Highway Department.

D. Landfill Monitoring - Supervisor Willman reported the Tisdell Associates has submitted a quote of $2,000 to continue the required monitoring in 2020. There is no change in price from 2019.

RESOLUTION #38 2020 LANDFILL MONITORING On a motion by Councilman Smalley, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby continue the Landfill Monitoring agreement for 2020 with Tisdell Associates in the amount of $2,000.

A. Town Hall Repair Update - The front steps were replaced by AJ Arnold, with assistance from the highway department.

A. Building and Grounds - Food Trailer has been put under cover for the winter.

YEAR-END MEETING

December 30, 2019 at 5:30pm.

OATHS OF OFFICE

Oaths of Office will be administered by Town Justice Roger Symonds on December 30, 2019 immediately following the Year-End Meeting. Those unable to attend should see the Town Clerk before January 30, 2020 to take their Oath of Office.

ADJOURNMENT

There being no further business to discuss, Supervisor Willman adjourned the meeting at 6:45pm.
