Special Minutes of the Monthly Town Board Meeting
November 17, 2010 – 6:30 PM

1. CALL TO ORDER
Supervisor Arthur P. Willman, Jr. called the meeting to order at
7:00 pm. The Pledge of Allegiance was recited, the Town Clerk called
the roll and introduced guests and declared the full board was present.
2. PUBLIC COMMENTS None
3. NEW BUSINESS.
A. AWARD BID FOR COMPREHENSIVE MUNICIPAL INSURANCE. Requests for
bids were published, and three bids were received and opened on
November 3, 2010. Several individual meetings were held with each
bidder, Supv. Willman and Coun. Berg. A comparison sheet was
distributed to the Board and was reviewed item by item. Supv. Willman
indicated the coverages were similar, and Coun. Berg noted that the
premiums were comparable. The Board expressed is gratitude to Andree
LaBarge, LaBarge Agency, for her past and current assistance and hard
work in the matter. Supv. Willman requested a motion for a resolution
awarding the bid to the lowest bidder, Curtis Lattremore, Plattsburgh,
NY. Motion (C.Smalley-A.Berg m/s/p) ALL AYE RESOLUTION NO. 94: AWARD BID FOR COMPREHENSIVE MUNICIPAL INSURANCE TO
CURTIS LATREMORE, PLATTSBURGH FOR $21,056.
WHEREAS, requests for prices were published and bids received for
comprehensive municipal insurance; and WHEREAS, Curtis Latremore
Agency, Plattsburgh, NY, submitted the lowest bid of a total premium of
$21,065.00 through PRIME; NOW, THEREFORE,
BE IT RESOLVED, the Franklin Town Board hereby awards the bid for
comprehensive municipal insurance to Curtis Latremore Agency,
Plattsburgh, NY in sum of $21,065.00.

B. ADOPT 2011 BUDGET. The public hearing
on the 2011 Preliminary Budget was held on November 3, 2010, and public
comments were received. Since November 3rd, bids on comprehensive
municipal insurance, as well as the reallocation of $10,000 from the
Capital Projects Highway Fund to the Contingency Fund, further reduced
the tax increase to 1.99%. Supv. Willman requested a motion for a
resolution adopting the 2011 Budget. Motion (B.Merrill-A.Berg m/s/p)
ALL AYE.
RESOLUTION NO. 95: ADOPT 2011 BUDGET
WHEREAS, a public hearing on the 2011 Preliminary Budget was held on
November 3, 2010, and public comments received; and WHEREAS, further
revisions to reduce the tax levy were made following the public
hearing; NOW, THEREFORE, BE IT RESOLVED, the Town Board hereby adopts
the 2011 Preliminary Budget as the 2011 Budget for the Town of Franklin.

C. AUTHORIZE SURVEY OF KATE MTN. RECREATION PARK.
Supv. Willman stated that a survey of the Park had never been
performed, except as it related to the Tyler property subdivision.
Coun. Merrill indicated the Town should have its own survey of the
site. Supv. Willman reported that Geomatics offered to survey the Rec
Park for $800 and requested a motion for a resolution. Motion
(B.Merril-C.Smalley m/s/p) ALL AYE.
RESOLUTION NO. 96: AUTHORIZE SURVEY OF KATE MOUNTAIN RECREATION PARK
WHEREAS, an official survey of the Kate Mountain Recreation Park has
never been done; and WHEREAS, Geomatics Land Surveying has estimated
$800 to stake boundaries of the site; NOW, THEREFORE,
BE IT RESOLVED, the Supervisor is hereby authorized to contract
with Geomatics for a survey of the boundaries of Kate Mountain
Recreation Park.

D. ERECT POLE WITH LIGHT IN REAR PARKING AREA OF TOWN HALL.
Coun. Hamm expressed concern that in winter, elderly Town residents
frequenting the Food Pantry site will have difficulty navigating
without proper lighting. He proposed to donate a pole and suggested the
Town purchase a light and wiring. Supv. Willman requested a motion for
a resolution for same. Motion (D.Hamm-B.Merrill m/s/p) ALL AYE
RESOLUTION NO. 97: ERECT POLE WITH LIGHT IN REAR PARKING AREA OF TOWN HALL
WHEREAS, lighting in the rear parking area of the Town Hall is
inadequate; NOW, THEREFORE, BE IT RESOLVED, the Supervisor is
authorized to purchase wiring and a high-density light for installation
on a donated pole to be erected in the rear parking area of the Town
Hall.

4. OLD BUSINESS
A. ELECTRICAL INSPECTION OF TOWN HALL. Supv. Willman reported the inspection of the Town Hall electrical system is scheduled for Thursday, November 18th.
B. COMPLETED REPAIR OF GARAGE FLOOR. The final concrete pour is also scheduled for November 18th.

5. COMMENTS AND QUESTIONS.
Q/C Coun. Smalley suggested the Town cemeteries should also be
surveyed and a diagram of the sites made. Supv. Willman indicated this
would be placed on a future agenda, and the Town Clerk will search Town
records for a map.

7. ADJOURNMENT
