PUBLIC HEARING CALL TO ORDER
Supervisor Willman called the Public Hearing to order at 5:30pm, the Pledge of allegiance was recited and the Town clerk call the roll; noting the full board was present. Mr. Meagher briefly summarized the 2017 Preliminary Budget and informed those present that the Town of Franklin has stayed below the mandatory NYS Tax Cap. The budget includes an $8,200 (.68%) increase over the 2016 Budget. The amount to be raised by taxes in 2017 is $1,213,026.
PUBLIC COMMENT
Mr. Martino asked if the Town of Franklin has been made aware of what Franklin County's budget will be. Supervisor Willman responded by saying the Town is not aware of the final 2017 Franklin County Budget yet.
CLOSE PUBLIC HEARING
The Budget Officer departed. There being no further public comment, Supervisor Willman closed the Public Hearing at 5:40pm

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars reported the following:
- Plow/ sanded when needed
- Sand/ salt- started hauling winter road sand
- Patched potholes throughout the town.
- Hauled shoulder material for the County on Forest Home Road and MacMaster Road.
- Hauled asphalt for Town of Malone.
- Hauled for Village of Saranac Lake.
- We put shoulders on the following roads: French Roads, Goldsmith Road, Oregon Plains Road, Bass Lake Road, Cold Brook Road and Blue Spruce Drive.
- The following assisted us: Franklin County, Town of Brighton, Town of Tupper Lake, Town of St. Armand, Village of Saranac Lake, and Village of Tupper Lake.
- Local trapper trapped a few problem areas.
- Cut trees that had fallen in the roadway.
CODE OFFICER'S REPORT
October 2016-3 Building Permits and 3 Certificates of Occupancy were issued. 8 inspections were performed and $137 in fees were collected.
NEW BUSINESS
A.2017 FINAL BUDGET - RESOLUTION #40
On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve adoption of the 2017 Preliminary as the 2017 Town of Franklin Final Budget.

B. INSURANCE QUOTES
Formal quote has not yet been received by our insurance agent.
C. JUSTICE AUDIT
Supervisor Willman reported that he has audited the Justice Court's financial records and found all records to be in good order. The Town Clerk will send a letter to the NYS Court System to confirm all is in order.
Resolution #41 ACCEPT JUSTICE COURT ACCOUNTING
WHEREAS, Town Justice Roger Symonds, in compliance with NYS Comptroller guidelines, requested an audit of his accounts; and
WHEREAS, Town Supervisor Arthur P. Willman inspected said records on October 31, 2016, bank statements and accounts, inclusive, and found them to be in good order;
NOW, THEREFORE, BE IT RESOLVED, that the Town of Franklin Town Board hereby accepts and approves of the accounting records maintained by Town Justice Roger Symonds.

Supervisor Willman will order signs to post on either end of Bigelow Road prohibiting dumping.
COMMITTEE REPORTS
A. Cemetery
Councilman Smalley has spoken with other Cemetery Committee members and will have a draft of a new cemetery policy for the board's approval at the December 14 board meeting.
B. Veterans
No Report.
C. Celebration
Visit With Santa on Dec 17 1-2.
D. Building-
Supervisor Willman has been in contact with the selected architect, Tisdel and Associates.

There being no further business to discuss, Supervisor Willman adjourned the board meeting at 6:10pm.
