CALL TO ORDER.

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting Councilman Bartiss absent and a quorum present.

REVIEW/APPROVAL OF SEPT 9, 23 MINUTES

The minutes of September 9 and 23, 2015 were approved as presented. D. Hamm-A. Berg (m/s/p all aye)

HIGHWAY SUPERINTENDENT'S REPORT

Superintendent DeMars read the following report:

  • Assisted Towns of: Bombay, Harrietstown, Malone, Saranac, Tupper Lake, St. Armand as well as Village of Tupper Lake in paving.
  • Hauled gravel for the pole barn site per request by Councilman Smalley and approved by Supervisor Willman.
  • Did prep work per request of Town Board for future pole barn with guidance from Councilman Smalley.
  • Assisted contractors in digging holes and placing of poles for pole barn per Supervisor Willman’s request.
  • Beaver problems- beavers are working many areas around Town.
  • Cut shoulders on: Mensink, Goldsmith and French Rds.
  • Ditched on Goldsmith Road.
  • Culvert changed on Mensink Rd.
  • Hauled gravel to the following roads, graded and rolled: Goldsmith, French and Alder Brook Park Rds.
  • Assisted Franklin County and Town of Brighton by hauling material from their job site.
  • Paved approx. 4/10ths of a mile on Alder Brook Park Road assisted by: Town of Saranac (paver and trucks) Town of Black Brook and Town of Harrietstown.
  • Continued mowing.
  • *This year we paved approx. 3.2 miles, thanks in large to our relationship with the Town of Saranac.
  • Hauled some sand.

2014 Franklin Falls Hill catch basin project-

We received a check from Franklin County Soil and water in the sum of $20,182.51. We were eligible for this grant due to the fact that we are part of the Champlain Valley watershed and we strictly adhered to their rigid requirements while working on this project. The grant was awarded to Franklin County through Champlain Watershed Improvement Coalition of New York (CWICNY) Originally we had applied for this funding in the Fall of 2013. The funding was lost for this year(2013) The work had to be done regardless. In 2014 and 2015 We reapplied through Franklin County Soil and Water with the assistance of Chastity Miller, District Manager, we were awarded the funding.- none

Met with reps. From New York State DOT, Highway Data Service Bureau.

Gas, fuel and maintenance logs given to Highway Committee.

NEW BUSINESS

A. Open Sealed Excavator Bids-

The Town Clerk stated three sealed bids were received. Supervisor Willman opened and read the bids aloud.

RESOLUTION #31-

On a motion by Councilman Smalley, second by Councilman Berg, BE IT RESOLVED that the Town Board of the Town of Franklin does hereby accept the bid from Abele Tractor and Equipment Co. in the amount of $67,200 for the purchase of a new 2015 Kubota KX-808-4R3A, including the Trade-in price for the Town's John Deere 595 of $27,500.
Those Voting Aye: All Aye.

Supervisor Willman will obtain quotes for financing.

B. 2016 TETNATIVE BUDGET- The Town Clerk presented the 2016 Tentative Budget. The Budget Workshop date was set for October 20 at 5:30pm.

C. REAFFIRM BLUE SPRUCE DRIVE AND HOWE ROAD AS TOWN OF FRANKLIN ROADS- Supervisor Willman informed the board a rider to the Town's insurance for the Pumpkin Heaves competition at Kate Mountain Park will be $369.

RESOLUTION #32-

On a motion by Councilman Cliff Smalley, second by Councilman Don Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby affirm that Blue Spruce Drive has been and continues to be a Town of Franklin Town Road with end points at the intersection of County Route 26 and Mensink Road and;

BE IT FURTHER RESOLVED that the Town o Franklin Town Board does hereby affirm that Howe Road has been and continues to be a Town of Franklin Town Road with end points at the intersection of Blue Spruce Drive and Thatcherville Road.

D. UPDATE 284

RESOLUTION #33 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS-

On a notion by Councilman Berg, second by Councilman Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of up to $25,000 for permanent improvements to .4 mi of Alder Brook Park Road.

E. 2016-2017 FRANKLIN COUNTY SNOW AND ICE CONTRACT

RESOLUTION #34 2016-17 FRANKLIN COUNTY SNOW AND ICE CONTRACT-

On a motion by Councilman Smalley, second by Councilman Berg, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the contract for the removal or snow from and to sand the County Highways CR 26, 48, 55, 60 in the amount of $149,213.10 (2016) and $151,439.32 (2017).

OLD BUSINESS

A. CDBG/HUD- No update

B. Pole Barn- Work is continuing on schedule and should be complete before the end of October.

C. Dry Hydrants- Councilman Berg would like to place a “Help Wanted” ad in the newspaper for the repair/construction of four dry hydrant platforms in the Town. Co. Berg will work with the Town Clerk on this matter.

C. Celebration- Christmas Party December 19

SET BUDGET WORKSHOP AND PUBLIC HEARING DATES

A. The 2016 Budget Workshop, for General Highway and Fire Protection will be held October 20 at 5:30pm.

B. The Public Hearing on the 2016 Preliminary Budget will be held Wednesday, November 11 at 5:30pm with the regular monthly board meeting to immediately follow.

ADJOURNMENT

There being no further business before the board, Supervisor Willman adjourned the meeting at 6:45pm.
