Regular Board Meeting October 11, 2017

OTHERS PRESENT:

Highway Superintendent Jacques DeMars, Doris Hamm, Ed Martin, Code Officer Paul Blaine and, Town Clerk Lauren LeFebvre

CALL TO ORDER

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited, the Town Clerk called the roll, noting Councilmen Bartiss and Woodcock absent, and a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT

Superintendent Jacques DeMars read the following report:

  • Garden Rd- Ditched a section. Graded, added gravel and then regraded.
  • Patched potholes around town-
  • Cut shoulders: Rock Street, Norman Ridge and Alder Brook Road.
  • More mowing done-
  • Assisted Town of Duane in paving
  • Assisted Franklin County in cutting shoulders on Co. Rt. 26
  • Assisted Village of Saranac Lake- hauled gravel
  • Met with Franklin County legislatures several times to discuss upcoming snow and ice contract as well as several other topics.
  • Had men out several times to clean up down trees after high winds.
  • Had another meeting with FEMA reps. In regards to blizzard in March.
  • Raked and rolled McManus Rd.
  • Ongoing beaver problems- continuous cleaning out of many culverts.
  • Gas, fuel and maintenance logs given to Highway Committee

CODE OFFICER'S REPORT FOR THE MONTH ENDING AUGUST 31-

3 Building Permits, 0 Violations, 2 Certificates of Occupancy, 6 Inspections and $152.50 Collected Fees.

NEW BUSINESS

A. 2018 Budget Workshop - October 3 at 5:30pm

B. 2018 Salaries for Elected Officials

RESOLUTION #35 SET SALARIES FOR 2018 ELECTED OFFICIALS

On a motion by Councilman Smalley, second by Councilman Bartiss, BE IT RESOLVED there will be no increases in the yearly salaries for elected officials for budget year 2018.

Those voting no: None

C. 2018 Salaries for Newly Elected Officials - The board discussed salaries for newly elected officials. As Supervisor Willman, Town Clerk Lauren LeFebvre and Town Justice Roger Symonds are unopposed in the upcoming election, salaries for those positions will be discussed at a later date. Discussion was held regarding newly elected town board members. As the town board salary is established in one budget line, Supervisor Willman will contact the Association of Towns regarding this procedure. Changes, if any, will be established prior to adoption of the 2018 budget. It should be noted that Health Insurance is not offered to ANY Town of Franklin elected officials.

RESOLUTION #36 PAY SCALE FOR NEWLY ELECTED 2018 OFFICIALS

On motion by Councilman Don Hamm, second by Councilman Smalley, BE IT RESOLVED the Town of Franklin Town Board does hereby set the yearly salary for a newly elected Highway Superintendent at $46,000 annually.

OLD BUSINESS - None

A. Community Building - Supervisor Willman reported Town of Franklin voters approved bonding for up to $700,00 for the construction of a Community Building to be built at Kate Mountain Park. The Town Clerk will work with Eric Gustafson regarding the next steps in the process. Supervisor Willman will deal with financial issues.

B. Solar Project - RFP's are under review.

COMMITTEE REPORTS - None

A. Cemetery - The Town Clerk wishes to confer with Councilman Smalley at a mutually convenient time.

B. Building - Discussed above

C. Celebration - Lauren announced the Children's Christmas Party will be held December 16 1pm-2:30pm at the Town Hall.

EXECUTIVE SESSION - None

Councilman Bartiss moved, second by Councilman Hamm, to enter into Executive Session at 6:25pm to discuss a matter relating to the appointment, promotion, demotion, discipline or removal of a particular individual. (m/s/p all aye)

Present in Executive Session: Supervisor Willman, Councilman Bartiss, Councilman Hamm and Councilman Smalley.

Supervisor Willman moved, second by Councilman Smalley, to exit Executive Session at 6:44pm. (m/s/p all aye)

Supervisor Willman reopened the public meeting at 6:45 and stated no decision was made in Executive Session.

ADJOURNMENT

Supervisor Willman adjourned the meeting at 6:46pm.
