MONTHLY TOWN BOARD MEETING
October 8, 2014 - 7:00 PM

Board members present:

Supervisor Arthur P. Willman, Jr., Councilman Donald Hamm, Councilman Clifford Smalley, Councilman Tom Bartiss, Councilman Allen Berg

Others Present:

Brandon Bruce (Friends of the North Country), Doris Hamm, Highway Superintendent Jacques DeMars, and Town Clerk Lauren LeFebvre

CALL TO ORDER.

Supervisor Willman called the meeting to order at 7pm. The Pledge of Allegiance was recited and the Town Clerk called the role, noting the full board was present.

REVIEW/APPROVAL OF SEPTEMBER 10, 2014 MINUTES

HIGHWAY REPORT

A. Superintendent's Report - Sept.10 to Oct.8 2014

  • With assistance of Franklin County's shoulder machine we hauled material and shouldered Alder Brook Road and Franklin Falls Hill.
  • Ditched a few sections on Mensink Road.
  • Hauled some loads of crusher run for Tupper Lake.
  • Due to an enormous amount of pot holes we began milling a small section of Alder Brook Park Rd. However, due to very little asphalt and a large amount of softball size and larger rocks, we could not continue and subsequently we used the scarfire to accomplish the job. Crusher run was added and graded.
  • Shouldered a small section of Cold Brook Road due to scouring(Woodchuck Hill)
  • Repaired road edge on Leo Collins Rd.
  • Installed large culvert on Alder brook Road with the assistance of the County.
  • Installed catch basin/ culvert on Franklin Falls Hill with the assistance of the County.
  • Hauled asphalt for Town of Tupper Lake.
  • Began hauling sand.

NEW BUSINESS

A. CDBG/Friends of the North Country Update

RESOLUTION #33-
As part of the Town of Franklin NYS HCR Housing Rehabilitation Program, A Motion was made by Councilman Smalley and Seconded by Councilman Hamm, to authorize the expenditure of $22,382.32 of Program funds for the project #FR-13-02- all inclusive of capital, project delivery and Note & Mortgage filing fees, as part of the Town of Franklin Housing Rehabilitation Program. ALL AYE.

RESOLUTION #34-
As part of the Town of Franklin NYS HCR Housing Rehabilitation Program, A Motion was made by Councilman Smalley and Seconded by Councilman Hamm, to authorize the expenditure of $27,970.73 of Program funds for the project #FR-13-05- all inclusive of capital, project delivery and Note & Mortgage filing fees, as part of the Town of Franklin Housing Rehabilitation Program. ALL AYE.

RESOLUTION #35-
As part of the Town of Franklin NYS HCR Housing Rehabilitation Program, A Motion was made by Councilman Smalley and Seconded by Councilman Bartiss, to authorize the expenditure of $20,860.10 of Program funds for the project #FR-13-01- all inclusive of capital, project delivery and Note & Mortgage filing fees, as part of the Town of Franklin Housing Rehabilitation Program. ALL AYE.

RESOLUTION #36-
As part of the Town of Franklin NYS HCR Housing Rehabilitation Program, A Motion was made by Councilman Bartiss and seconded by Councilman Berg to declare projects FRAN-13-03,04,06 income eligible. ALL AYE.

B. Landfill Monitoring- Supervisor Willman reported the Town has been informed that our monitoring schedule has been decreased from twice a year to once a year.

C. Insurance- Supervisor Willman informed the board a rider to the Town's insurance for the Pumpkin Heaves competition at Kate Mountain Park will be $369.

RESOLUTION #37-
On a motion by Councilman Hamm, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby approved the expenditure of $369 to purchase a one day rider on the town's policy for the Pumpkin Heaves Competition on October 18, 2014. ALL AYE.

D. BAR Appointment-Town Clerk Lauren LeFebvre reported that Mildred Vorrath has agreed to be reappointed to a five year term on the BAR.

RESOLUTION #38-
On a motion by Councilman Smalley, second by Councilman Berg, BE IT RESOLVED that the Town of Franklin Town Board does hereby reappoint Mildred Vorrath to a 5 year term as a member of the Board of Assessment Review (October 1, 2014-Septement 30, 2019). ALL AYE.

E. Board of Ethics Appointment- Town Clerk Lauren LeFebvre reported that Paul Ward has agreed to be reappointed to another 3 year term on the Board of Ethics.

RESOLUTION #39-
On a motion by Councilman Berg, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby reappoint Paul Ward to a 3 year term on the Board of Ethics. (October 1, 2014-Spetember 30, 2017). ALL AYE.

OLD BUSINESS

A. Pole Barn- Supervisor Willman reported that Biondo Construction, who was awarded the project as the lowest bidder at the September meeting, has declined the project.

RESOLUTION #40-
On a motion by Councilman Smalley, second by Councilman Berg, BE IT RESOLVED that the Town of Franklin Town Board does hereby table the Pole Barn Project. ALL AYE.

B. Attorney for the Town- Supervisor Willman has been discussing options with previous Attorney for the Town (now retired) and town resident, Edward Murphy.

COMMITTEE REPORTS.

A. Cemetery - Councilman Smalley and Highway Superintendent DeMars will meet to discuss vehicle routes in Union Cemetery on Route 3.

B. Veteran's- Town Clerk Lauren LeFebvre reported that Bronze Plaque Company requires a prepayment of all orders.

C. Celebration- Children's Christmas Party-December 20

ADJOURNMENT

There being no further business, Supervisor Willman adjourned the meeting at 8:25pm.
