MINUTES OF THE BUDGET WORKSHOP
General and Fire Funds

1. CALL TO ORDER
Supervisor Arthur P. Willman called the meeting to order at 7:00 PM; the Pledge of Allegiance was recited, and the Town Clerk called the roll, and stated the full board was present.
2. REVIEW OF 2013 TENTATIVE GENERAL FUND BUDGET
Richard Meagher, Budget Officer for the Town, explained that the tentative budget was created via estimates from department heads as to what they anticipated spending in 2013. He noted the Tentative Budget is sometimes referred to as a “wish list”. He reported that NYS Retirement System mandated that Assessor Tichenor be retroactively reinstated as a member of the retirement system, and the municipal contribution cost shared among the municipalities he served; the Town of Franklin's retroactive contribution is nearly $22,000. Concerning the State's imposition of the 2% tax levy cap, the Town must raise $1,237,097. Fund balances that will be carried forward are same as in 2012.
Mr. Meagher then reviewed the 2013 Tentative General Fund budget line by line. Discussion ensued, and revisions and amendments were made.
3. REVIEW OF 2013 TENTATIVE FIRE PROTECTION FUND BUDGET
Mr. Meagher then reviewed the 2013 Tentative Fire Protection Fund Budget line by line. Discussion ensued.
4. HIGHWAY BUDGET WORKSHOP
Scheduled for Monday, October 15th at 7:00 PM with a special board meeting immediately following.
