The Town Board of the Town of Franklin held a duly noticed Special Board meeting and Budget Workshop on Monday, October 16, 2006 at 7:00 pm at the Vermontville Town Hall.

CALL MEETING TO ORDER
Supervisor Keith called the meeting to order, the Pledge of Allegiance was recited; the Town Clerk called the roll and announced the full Board was present.
BUDGET WORKSHOP
Budget Officer Richard Meagher reviewed the tentative general fund budget with the Board item by item. The Board discussed each item and suggested adjustments. Mr. Meagher then left the budget workshop portion of the meeting. The Highway Fund will be reviewed on Monday, October 23, 2006 at 7:00 pm.
PUBLIC HEARING
The Board determined it would hold a public hearing on the preliminary budget on Monday, November 6, 2006 at 7:00 pm.
SPECIAL BOARD MEETING
OLD BUSINESS
1. Highway Dept. Laborer. Supervisor Keith opened the special board meeting. She requested the Board adopt a resolution concerning the Highway Department part-time laborer. The employee is to be employed on a full-time basis and will participate in the Town's health insurance program.

RESOLUTION NO. 50: PART-TIME LABORER TO FULL-TIME STATUS
WHEREAS, on recommendation of the Highway Superintendent, part-time laborer Eric Suojanen will be employed on a full-time basis; and WHEREAS, because of the employee's past performance, the probation period will be waived; and WHEREAS, because of his full-time status, he will participate in the Town's health insurance program; NOW, THEREFORE,
BE IT RESOLVED, that said employee Highway Department laborer is hereby granted full-time status, the probation period is waived and said employee will participate in the Town's health insurance coverage.

2. Town's response to waterfront associations. The Board determined it would release to the media its letter in response to the area waterfront property owners associations concerning assessments.
3. Shack at Landfill. Coun. Gene Goff again received an offer to purchase the wooden structure at the closed landfill. Coun. Janet Ordway will obtain measurements, and the structure will be advertised for sale and sold to the highest bidder. The conditions of the sale will be that the structure must be removed within seven (7) days of acceptance of the bid and the purchaser will be responsible for any cleanup.
