CALL TO ORDER:

Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

HIGHWAY SUPERINTENDENT'S REPORT

  • 284- Cold Brook resurface
    - We sent in the paperwork for the multi-modal grant that Assemblyman Billy Jones nominated us for. The $50,000 that we will be getting should be deposited sometime next month. As with all funding the Town gets, it will be deposited into the general fund side and I am respectfully requesting that it be transferred to Highway side as possible. I believe, this is the first time I know of that our Town has received this grant and a big thanks is due to Assemblyman Jones for nominating us.
    - Prepped for paving: Fletcher Farm Rd.- Used our road zipper and ground road edges as well as entire surface over culvert near the steel deck bridge. Added gravel as needed.
  • Cold Brook Rd.- Prepped for paving same as above.
  • Paved: Alder Brook Rd. (approx.25 mile)
    - Cold Brook Rd. (approx. 6/10's mile)
    - Fletcher Farm Rd. (approx. 9/10's mile)
    - Pine Grove Lane (approx. .25 mile)
    - Cold Brook overlay on approx. 3/10's mile beyond where we ended this years and over last year's dense binder.
    Note: We paved approximately 3.7 miles.
  • During this last month we received assistance from the Village of Tupper Lake and the following towns; Tupper Lake, Black Brook, Harrietstown, Brighton, Bellmont, Jay, St. Armand, Duane, Chateguay, Dannemora, Ausable as well as Franklin County.
  • We assisted the Towns of; Brighton, Harrietstown, Jay, Bellmont and Saranac.
  • We repaired a small section of pavement on Fletcher Farm Rd. that had sunk slightly.
  • Placed a culvert for a taxpayer on Tyler Rd. The bill was turned in to Lauren (Town Clerk)
  • Hauled sand
  • Mowing still ongoing
  • Pulled rocks on Muzzy Rd
  • Cut trees on many roads as needed.
  • Ongoing beaver activity around town, dams are being pulled constantly.

  • - Note: Guide rails on Cold Brook approximately 2 week
    - Note: We received at least 3 loads of asphalt that the Village of Saranac Lake was charged for.
    - Gas, fuel and maintenance logs given to Highway Committee /li>

RESOLUTION #34 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS - On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve an expenditure of up to $29,546.00 for permanent improvements on Cold Brook Road commencing from Route 3 for a distance of 3/10 of a mile on Cold Brook Road.

RESOLUTION #35 ACCEPT BID FOR 2019 MOWING SEASON - On a motion by Councilman Smalley, second by Councilman Bartiss, BE IT RESOLVED the Town of Franklin Town Board does hereby accept the bid received by John Duprey in the amount of $11,950 for 15 mows of all properties and $730 plus fuel costs for additional mows.

RESOLUTION #36 APPROVAL OF ESTABLISHING 55+ CLUB BANK ACCOUNT AT NBT BANK - On a motion by Councilman Woodcock, second by Councilman Smalley, BE IT RESOLVED the Town of Franklin Town Board does hereby approve of the Town of Franklin 55+ Club use of the Town of Franklin's Tax Exempt number for the purpose of establishing a new account at NBT Bank in Saranac Lake.

OLD BUSINESS

A. Solar Project Update - Supervisor Willman reported we are awaiting approval of the installation of a 200 amp service at Kate Mountain Park.

B. Waterfront and Hamlet Revitalization Grant - No update.

C. Community Building Update- - Councilman Bartiss inquired as to whether Supervisor Willman contacted the architect regarding the submitted bids nearly double the $700,000 the residents approved in the 2016 bond vote. Supervisor Willman stated he has not contacted the architect and that prevailing wage in Franklin County is higher that the architect anticipated. Councilman Bartiss stated details, such as prevailing wage, are the architect's responsibility to know.

D. Garage Electric Service - Two quotes for the installation of electricity at the Pole Barn have been obtained. Woodhill Electric--$12,983.77 and Ampersand Electric, Inc.--$7,169.38.

RESOLUTION #37 ACCEPT QUOTE FOR INSTALLATION OF ELECTRICITY AT POLE BARN -On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED the Town of Franklin Town Board does hereby accept the quote from Ampersand Electric, Inc in the amount $7,169.38 minus the quoted price of $425.00 and $35.00 for excavation.

E. Deputy Supervisor -Supervisor Willman appointed Dorothy Brown Deputy Supervisor. Councilman Smalley is no longer Deputy Supervisor.

CODE OFFICER'S REPORT - Building Permits-3, Violations-0, Certificate of Occupancy-2, Inspections-6, Fees Collected-$139.50

COMMITTEE REPORTS

A. Facilities- Covered in New Business

B. Cemetery- Councilman Smalley discussed the cost of materials to complete a loop road in Union Cemetery. Superintendent DeMars stated the cost of materials should be approximately $4,000. The ongoing issue of unauthorized monument installation, grave digging and burials were discussed. The Town Clerk stated the Town is not receiving notification prior to graves being dug and/or grave stones being installed. Accuracy of town records is being compromised and she requested the board consider installing fencing to prevent vehicle access without authorization.

C. Celebration- Children's Visit with Santa in December. Date and time TBA.

D. Recreation- No report.

There being no further business to discuss, Supervisor Willman adjourned the meeting at 6:20pm.
