CALL TO ORDER
Supervisor Brown called the meeting to order. The Pledge of Allegiance was recited, the Town Clerk called the roll and stated a quorum present.
PUBLIC HEARING COMMENTS
Supervisor Brown and the board discussed the following from the NYS Committee on Open Government:
OML defines a “public body” as
any entity, for which a quorum is required in order to conduct public business and which consists of two or more members, performing a governmental function for the state or for an agency or department thereof, or for a public corporation as defined in section sixty-six of the general construction law, or committee or subcommittee or other similar body consisting of members of such public body or an entity created or appointed to perform a necessary function in the decision-making process for which a quorum is required in order to conduct public business and which consists of two or more members.
§102(2). Therefore, a committee consisting of two members is a “public body” subject to all of the requirements of the OML. Among all other requirements, meetings of a two person committee must be noticed and open to the public, minutes recorded as applicable, and all documents scheduled to be discussed must be posted 24 hours in advance regardless of whether the committee intends to take any action.
ADJOURNMENT
There being no further business to discuss, Supervisor Brown adjourned the meeting at 6:30pm.
