HIGHWAY SUPERINTENDENT'S REPORT

Superintendent DeMars reported the following:

  • Continued prepping for paving on Oregon Plains Road.
  • Received approval to replace last culvert on Oregon Plains Rd. culvert was replaced.
  • Started patching over culverts that were replaced.
  • Started mowing the roadsides.
  • Cut shoulders and ditched section of Fletcher Farm Rd.
  • Started ditching a section of Norman Ridge Road.
  • Replaced a culvert on Fletcher Farm Rd.
  • Reactivated our OGS account for the federal surplus equipment.
  • Currently down 2 men. One due to injuries and one was terminated.
  • Had men out several times to cut trees that came down due to high winds.

CODE OFFICER'S REPORT

5 Building Permits were issued, 0 Demolition Permits, 1 Violation, 4 Certificates of Occupancy and 10 Inspections. Fees collected-$693.19

NEW BUSINESS

A. Preliminary Master Plan for Kate Mt. Park

Mike Laramy presented a proposed Master Plan for the park. The plan includes a community center, working with DEC to expand the trail system. The trail expansion is a three phase plan in which the Town and DEC will work together to facilitate the project. The next step is for Supervisor Willman to start the process by submitting the proposed plan in writing to DEC. Discussion was held regarding the community center's placement and design. As no architect has been hired to design a community center, the discussion on design was irrelevant to Charry's Master Plan at this time.

B. Bloomingdale Fire Department

Supervisor Willman reported that BVFD and the Town of Franklin are researching the steps to change the FD's jurisdiction from Essex County to Franklin County as Franklin County Emergency Dispatch significantly more powerful communication equipment that can the department when they are at rural locations in our town.

OLD BUSINESS

A. Bigelow Road/Debar Trails

Supervisor Willman reported that DEC arranged for both Bigelow and Merrill Road to be cleaned up. Both are debris free as of the date of this meeting. Supervisor Willman will order signage prohibiting dumping on these roads. Supervisor Willman will also write a letter to the DEC Commissioner regarding Bigelow Road bridge repair.

COMMITTEE REPORTS

A. Cemetery

Cemetery Custodian Tim Goff requested the cemetery committee meet to clarify the “resident” requirement. Lauren will discuss the issue with Councilman Smalley at a later date.

B. Veterans

The board thanked Ed Martin for organizing the Veteran’s Ceremony held on Founder's Day.

C. Celebration

The Town Clerk reported that Founder's Day raised approximately $3,700 toward a community center at Kate Mt. Park.

PUBLIC COMMENT

Doe Smalley recognized Town of Franklin resident Wes Wilson as a multi Ironman participant. The board congratulated Wes on his achievements.

Charlie Lashway, president of the 55+ Club, asked if the club could set up a table to sell coffee, baked goods, etc at the Pumpkin Heaves Festival. Lauren replied that the club is always welcome to do so.

SPECIAL MEETING

Supervisor Willman announced there will be a special meeting held with BVFD on August 30 at 10am at the Franklin Town Hall.

ADJOURNMENT

There being no further business, Supervisor Willman adjourned the meeting at 6:18pm.
