OTHERS PRESENT:

1. CALL TO ORDER

Supervisor Willman called the meeting to order at 7pm. The Pledge of Allegiance was recited. The Town Clerk called the roll, noting Councilman Berg was absent but a quorum was present.

2. QUESTIONS & COMMENTS

Peter and Julie Woodcock explained the need to reduce the speed limit on the Route 3 end of County Route 60 in Onchiota and the work they have done thus far to see that happen. From what has transpired between NYSDOT and Franklin County DOT it appears that signage and repainting the lines so a no passing zone is created where there are residences would be the simplest solution. The Town will work with Mr. and Mrs. Woodcock on this matter.

8. HIGHWAY REPORT

A. Superintendent's Report

Superintendent DeMars submitted a written report stating two men and trucks were sent to assist with paving in the Town of St. Armand. Ditching was done by the Town Garage to ensure water makes it to the Route 3 ditch line. All County roads have been mowed and mowing of Town roads is in progress. Yemassee Lodge Road has been ditched and gravel has been added. McManus and Merrill Roads have been raked. Prep work (ditching, culvert replacement, etc) on Fletcher Farm Road is ongoing. Downed trees have been cut and chipped as needed. Culverts on Keith Road have been flushed. The Asphalt Zipper was delivered and training was provided by the company representative. Both Town of Franklin and Town of Harrietstown employees were present.

B. Highway Committee Report

Co. Hamm reported the two pick-up trucks purchased in the spring as at the dealer to be retrofitted as specified. Co. Hamm is also working to get the specifications for the replacement of the entryways at the Town Garage in order to solicit RPF's.

9. NEW BUSINESS

A. Barbara Rice, Franklin County Legislative Candidate

Ms. Rice formally introduced herself to the Town Board and those in attendance. Ms. Rice delineated her qualifications to hold the office of County Legislator and her history in both the public and private sector.

B. Open Bid for Road Sand

The Town Clerk received two sealed bids for 12,000 tons of road sand and announced the following:

Graymont $2.25 per ton (washed manufactured road sand)
Trudeau Sand and Gravel $4.35 per ton

Discussion was held regarding the washed manufactured road sand. This material does meet NYS DOT road sand specification Grade B requirements but has never been used by the Town of Franklin. The density of the material and how it reacts in different weather conditions are a concern. The board also discussed the possibility of purchasing a percentage of both traditional road sand and washed manufactured road sand. The board will discuss this with the Highway Superintendent and an independent engineer. No decision was made.

C. Inline Alarm System

Supervisor Willman requested approval to solicit RFP's for the purchase and installation of an inline alarm system at the Town Garage as suggested by our insurance carrier. (C. Smalley-B.Merrill m/s/p) all aye

Whereas, the Town of Franklin's insurance company has informed the Town Supervisor that and inline alarm system installed at the Town Garage and directly connected a central station would be beneficial to the Town of Franklin, therefore; Be it resolved that the Town of Franklin Town Board does hereby authorize the Town Clerk to solicit Request for Proposals for the purchase and installation of an inline alarm system at the Franklin Town Garage.

D. Propose Time Change for Monthly Meetings

Supervisor Willman requested the board consider changing the set time for the monthly Town Board meetings to 6pm during the winter months (November-April). Councilman Smalley stated 6pm would be difficult for him. Councilman Merrill voiced concern that an earlier time may not be convenient for residents to attend meetings. Councilman Hamm was in favor of a 5:30pm meeting time. Supervisor Willman asked for input from the public and stated no changes would be formally proposed until the January 2014 organizational meeting.

E. Maintenance Contract for Town Hall Generator

Supervisor Willman discussed the yearly maintenance needs of the generator at the Town Hall. He has been in contact with Woodhill Electric and has been quoted a price of $149 a year to perform all yearly maintenance. (B.Merrill-D.Hamm m/s/p) all aye

#39 Approve Allocation of $149 a Year for Generator Maintenance

Whereas the Town of Franklin has installed a generator at the Franklin Town Hall in case of power outages Be it Resolved the Town Board of the Town of Franklin does hereby approve Woodhill Electric to perform yearly maintenance work on the generator to ensure it is in optimal working condition at a cost of $149 per year.

10. OLD BUSINESS.

A. Defibrillator Training. No date has been scheduled

B. Land Inventory No update

C. Oil Water Separator: No update.

D. Water Treatment System: Installation should occur within the next two weeks.

E. Founder's Day: Supervisor Willman thanked those who helped with the event and reported the event made approximately $1800 for the Kate Mt. Special Reserve Fund. Anyone wishing to help with planning for next year is encouraged to do so.

F. Little Library: The Town purchased a mobile bookcase. The books have been delivered and Esther Arlen will be organizing and shelving them very soon. Mary Ellen Keith recalled the library that was in her family home approximately 80 years ago.

13. ANNOUNCEMENTS.

A. Justice Training

Supervisor Willman reported that Justice Symonds attended the required Continuing Judicial Education Training.

B. Food Pantry

Mary Ellen Keith reported St. Paul's Food Pantry will be doing a clothing exchange along with food distribution on August 22. Mrs. Keith also reported the Food Pantry, with assistance from the Birch Bark Deli, provided 547 lunches for the Town of Franklin Youth Program this year. The Youth Program has been ongoing since 1980.
