CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.
PUBLIC COMMENT
Molly Hann - Ms. Hann requested the board consider a livestock fencing ordinance.
Julie Woodcock-Ms. Woodcock requested the designated accessible parking space at the Town Hall be fully ADA compliant.

HIGHWAY SUPERINTENDENT'S REPORT
-Superintendent DeMars submitted the following written report:
- Continuing mowing, cut trees out of roads several times, ongoing ditching on Rock St., prepping for paving Swinyer Rd, repaired broken road edges on Alder brook Rd and Rock St., gas/fuel/maintenance logs given to Highway Committee.
CODE OFFICER'S REPORT - 5 Building Permits, 5 Certificates of Occupancy and 2 Violations issued in June. 13 inspections were conducted and $294.75 were collected.
NEW BUSINESS
A. Assessor Term Ends 9/30/19 - Doug Tichenor has agreed to reappointment.
OLD BUSINESS
A. 550 Bids - Tabled until September 11 meeting. (Woodcock-Hamm m/s/p) all aye
B. Phone System - The Town Clerk reported the new system was installed at the end of July.
C. Sweeper Purchase - No update.

D. Recreation - Supervisor read the following correspondence from Kathleen Herd, 71 Swinyer Rd:
Dear Mr. Willman,
I am writing to thank the Town of Franklin for its ongoing support of the Summer Youth Recreation Program at Kate Mountain Park. This summer, my grandson had the opportunity to participate in this wonderful program. I was also blessed with the ability to provide volunteer support, 2-3 days per week, with Kathy Drake and her assistants.
This program provides a safe and supportive environment for 40-50 children from our community on a daily basis. Nutritious snacks and lunches, creative arts and crafts, and recreational activities are some of the benefits enjoyed by the children. Additionally, Program Manager Kathy Drake has structured the program to include informal lessons on cooperation and teamwork. Children of all ages know the rules and had fun within the guidelines that keep everyone safe and healthy.
Prior to my retirement, I worked in non-profit management for 30 year with numerous human service agencies. I can honestly say that this summer program is one of the most organized and well managed that I have ever experienced. I believe the Town of Franklin is so fortunate to have community members like Kathy Drake who are willing to provide this invaluable service for the children and families in our community. I appreciate the investment that the Town of Franklin is making into the health and well-being of our children through the Summer Recreation Program.
