CALL TO ORDER

Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting Councilman Hamm absent and a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars submitted the following written report:

  • Plowed and sanded when needed
  • Snow pile removed at town hall for pantry drive thru access then put back after as per request of Town Clerk
  • Gas& Fuel sheet given to Town Clerk.

NEW BUSINESS

A. NYMIR Municipal Insurance-Supervisor Brown met with the Town's Insurance Agent, Eastern Insuring, to review the 2021 policy. The new garage will be added to our policy when the Code enforcement Officer issues the Town of Franklin a Certificate of Occupancy.

B. Fire Extinguishers-12 purchased from Tri Lakes Fire Safety for the garage.

C. Volunteer Lending Library-The Town Clerk has been approached by resident Terrie Perkins for permission to create a roadside lending library on Town Property. The Town Clerk will refer this matter to St. Paul's Food Pantry.

D. Shared Services Agreement with NYS Department of Transportation

RESOLUTION #7 APPROVAL TO ENTER INTO SHARED SERVICES AGREEMENT WITH NYSDOT On a motion by Councilman Jarvis, second by Supervisor Brown, BE IT RESOLVED the Town of Franklin Town Board does hereby approve the Supervisor to enter into a four year Shared Services Agreement with the New York State Department of Transportation.

E. Employee Parking

RESOLUTION #8 PARKING PERSONAL VEHICLES IN NEW HIGHWAY GARAGE On a motion by Supervisor Brown, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does grant approval to Highway Superintendent to allow Highway Department Employees to park their personal vehicles inside the garage during snow season when weather conditions are inclement and the Town Board DOES FURTHER RESOLVE that the Highway Superintendent may discontinue this policy at any time.

OLD BUSINESS

A. Garage Re-Build Update-Work is ongoing.

B. DASNY-no update

C. CDBG-no update

D. Waterfront Revitalization Grant-A Zoom meeting was held with ELON on 2/8. The Town is awaiting the final report.

E. Assemblyman Jones' Funding-no update

F. Highway Gate-The Highway Superintendent will choose the type of gate to be installed and installation will be this spring.

G. Bigelow Road-Signs to discourage dumping will be posted.

H. Right-of Way Infringement-Supervisor Brown has spoken to the property owner regarding the Town's removing the obstruction the residents of the property installed in the Town of Franklin Highway Right-of-Way and the bill from the Town of Franklin to the owner of the property for its removal.

COMMITTEE REPORTS

A. Cemetery/strong>-No Report

B. Recreation/strong>-The committee presented a draft letter to APA and DEC regarding the Unit Management Plan and Debar Lodge Property. The Town Board agreed that the UMP should recognize Preservation vs. Conservation and, in the event a decision regarding the future of Debar Lodge would delay the approval of the UMP in its entirety, the Town will urge that the rest of the UMP go into effect.

C. Broadband/strong>-Councilman Bartiss reported he has requested Charter Communications provide the Town of Franklin with the status of the build-out plan provided to Charter by the Town.

D. Newsletter/strong>-The submission date for those wishing to contribute is March 15.

There being no further business before the board, Supervisor Brown adjourned the meeting at 6:50pm.
