Regular Board Meeting - February 12, 2020 5:30PM

CALL TO ORDER

Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the role, noting the full board present.

HIGHWAY SUPERINTENDENT'S REPORT

Superintendent DeMars submitted the following written report:

  • Plow and sanded when needed
  • Had men out several times cleaning up trees that came down in the road
  • New loader was delivered that the Town Board approved.
  • Met with 2 different adjusters so far, regarding the garage fire.
  • Storage container was delivered

RESOLUTION #9 APPROVAL OF 284 AGREEMENT

On a motion by Councilman Bartiss, second by Councilman Jarvis, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of up to $95,100 for primary work and general repairs upon all town highways, including sluices, culverts and bridges having a span of less than five feet.

NEW BUSINESS

A. Confidential Secretary Hours -Supervisor Brown requested board approval to increase the Confidential Secretary, Melissa Begor, hours to twenty per week.

RESOLUTION #10 APPROVAL TO INCREASE CONFIDENTIAL SECRETARY HOURS

On a motion by Supervisor Brown, second by Councilman Jarvis, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the additional expenditure of up to 20 hours per week at $15 per hour for the Supervisor's Confidential Secretary for FY 2020

B. Committees - Councilman Jarvis inquired as to the status of board appointed committees as he and Councilman Demong would like to work on increasing recreational opportunities in the Town of Franklin. Supervisor Brown requested they create a preliminary plan for the board to review at the next regular board meeting.

OLD BUSINESS - none

A. Garage Rebuild Update - Supervisor Brown reported that Friend Commercial Contracting has been in touch with Dean Franklin (Lefheit Land Surveying) and Architectural & Engineering Design Associates to coordinate the next steps in the site planning phase of the project. John Hutchins visited the site to establish preliminary property measurements. The Town's Public Adjuster has instructed the Town not to begin “clean up” until they inform us to do so.

A. Town of St. Armand - Councilman Hamm reported that he has learned the St. Armard has absorbed approximatley a $10,000 expenditure to repair the heating system in their Pole Barn in order for the Town of Franklin Highway Department to use the facility. Supervisor Brown stated the St. Armand Supervisor requested the Town of Franklin reimburse St. Armand for the monthly fuel costs for that building for the time we will be using the facility and did not request reimbursement for the repairs. Supervisor Brown will contact Supervisor Davina Winemiller regarding this matter.

ADJOURNMENT

There being no further business before the board, Supervisor Brown adjourned the meeting at 6:25pm.
