CALL TO ORDER:
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars reported the following:
- Plow and sanded as needed
- Limbed many trees and also cut up several trees that had fallen down due to high winds.
- Finalized PESH paperwork for 2018
- Sent numbers to Dick Meager that he needed for end of the year
- Had graders out several times around town (with ice blades) to work on ice buildup.
- Had one employee leave and hope to fill the vacancy in the near fu
- Due to several episodes of freezing rain, we depleted our reserve salt by mixing hotter loads of sand to help keep our roadways safe. I asked Supervisor Willman for approval on purchasing more salt and I was approved.
- Gas, fuel and maintenance logs given to Highway Committee

NEW BUSINESS
A. Bloomingdale Fire Department
RESOLUTION 6 APPROVAL OF BVFD's 2019 SLATE OF OFFICERS
- On a motion by Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED by the Town of Franklin Town Board does hereby approve of the following slate of officers for the year 2019: Kevin Woodruff-Chief, William Latham-1st Assistant Chief, John Houghton-2nd Assistant Chief, Dustin Fuller-Captain, John Gorgas-1st Lieutenant and, Brian Goetz-2nd Lieutenants.

B. Contracts for Grounds Keeping and Cleaning-Supervisor Willman provided the board with an email sent by the Attorney for the Town, Eric Gustofson, regarding the draft contracts sent to him by the Town Clerk. In the email he stated both contracts are acceptable and enforceable for services provided for the Town. He advised the following clause be added to the Grounds Keeping contract: “The parties agree that the grounds shall be kept in the same manner and to the same standard as the Town of Franklin has historically kept its properties”.
RESOLUTION #7 ACCEPTANCE OF GROUNDS KEEPING CONTRACT WITH ADDITIONAL CLAUSE - On a motion by Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the addition of the following language to the Ground Keeping 2019 Contract “The parties agree that the grounds shall be kept in the same manner and to the same standard as the Town of Franklin has historically kept its properties”.

C. Kitchen Roof, List of Contractors and, Painting Town Hall - Supervisor Willman requested the Buildings and Grounds Committee compile a list of local contractors and the rates for each. Due to recent leaking, the board discussed repairing it and well as getting the Town Hall painted. No decisions were made.
D. SLCC - The Saranac Lake Civic Center sent a letter thanking the Town for its $500 and requested the Town consider continuing to sponsor “Free Skating” as it has done since 2014. Discussion was held, and it was agreed that many Town residents and residents from neighboring towns, do take advantage of Free Skating.
OLD BUSINESS
A. Solar Project Update - Supervisor has signed the agreement with NYSERDA approving the work completed thus far. Work continues on the project.
B. Waterfront and Hamlet Revitalization Grant - No update.
C. Community Building Update - No update.
D. Other - Councilman Bartiss requested copies of everything pertaining to the final checks issued to the General Fund Maintenance person upon his retirement on January 30, 2019. Supervisor Willman stated the Town must provide Health Insurance to the employee though June 2019 due to the fact that he was on the payroll in January.

There being no further business before the board, Supervisor Willman adjourned the meeting at 6:10pm.
