Special Board Meeting - February 3, 2020 5:30pm

CALL TO ORDER
Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the role, noting the full board present
PURPOSE OF MEETING
Supervisor Brown stated the purpose of the meeting to update the board on the insurance status, the two of the five Freightliner Tandem Plow trucks scheduled to be delivered in February and plans to rebuilding the garage.
Status is as follows:
1. Supervisor Brown has engaged the services of Baslo, Levin and Cuccaro—Adjusters International to represent the Town's interest with regard our claim with Trident.
2. Two trucks will be delivered to Charlebios in Vermont to do the necessary Canadian to American adjustments.
3. Superintendent DeMars has visited the Altona Highway Garage, as it is the most recently built in our area. He feels, with a few modifications, the design will suit the needs of the Town of Franklin Highway Department.
4. Supervisor Brown and Superintendent DeMars met with Jim Abdallah, VP Architectural and Engineering Design Associates (AEDA). To discuss our upcoming building project, next steps and Project Manager vs. General Contractor. Mr. Abdallah's opinion is that a General Contractor and not a Project Manager would better serve this project. AEDA agreed to work with the Town to modify Altona's building plans to suit our needs.
Friend Commercial Contracting - John Hutchins familiarized the board with the services provided by his employer. Friend Commercial Contracting has worked with a number of municipalities as General Contractor and has worked with AEDA. He stated the changes to Altona's building plans and development of a site plan can be easily accomplished with the assistance of Superintendent DeMars and Jim Abdallah.
NEXT STEPS - The board discussed site planning and the fact that the Town has not received an insurance offer from Trident yet. The following resolution was moved by Councilman Bartiss, second by Supervisor Brown.
RESOLUTION #8 ENGAGE THE SERVICES OF FRIEND COMMERCIAL CONTRACTING, DEAN FRANKLIN -SURVEYOR AND ARCHITECTURAL & ENGINEERING DESIGN ASSOCIATES
WHEREAS, the Town of Franklin requires that the following goods and/or services be provided in an expedited manner to rebuild the Highway Garage, recently lost in a fire, along with 5 tandem trucks equipped with plow equipment and combination boxes and a variety of tools and the entire contents of the building
WHEREAS, Subdivision (4) of Section 103 the New York State General Municipal Law sets forth an exception to competitive bidding requirements for emergency situations; and
WHEREAS, on December 11, 2019 the Town of Franklin Town Board adopted RESOLUTION #41 DECLARING PUBLIC EMERGENCY AND AUTHORIZING THE EXECUTION OF CERTAIN CONTRACTS PURSUANT TO THE PROCUREMENT OF GOODS AND SERVICES NECESSARY TO REPLACE THOSE LOST IN THE BUILDING FIRE ON DECEMBER 7, 2019
BE IT RESOLVED that the Town of Franklin Town Board does hereby engaged the services of Friend Commericial Contracting, Dean Franklin-Surveyor and Architectural & Engineering Design Associates for design and construction of the Town of Franklin Highway Garage Project.
