Correspondence
Supervisor Brown stated the board has received correspondence from Pete and Julie Woodcock, Co. Rt 60 in Onchiota, regarding the new LED streetlight on the Route 3 end of County Route 60. Mrs. Woodcook informed the board she felt the amount of light provided by the LED is not sufficient for safety. Supervisor Brown will contact National Grid to inquire about solutions.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars read the following:
- Superintendent DeMars submitted the following written report:
- Plow and sanded when needed
- Made weeps around town prior to forecasted rains/ warm weather
- Received 2023 nuisance beaver permit (DEC)
- PESH paperwork for 2022 has been finished
- Request resolution for 284 (General Repairs only)
- Request resolution naming Barton&Loguidice to summit BridgeNY application and hired if the town should be awarded one of the projects.
- On going beaver activity around town
- Fuel and gas sheets were given to the Town Clerk
A. RESOLUTION #4 284 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS
On a motion by Councilman Bartiss, second by Council Member Demong, second by Council Member Jarvis BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of up to $101,353 for primary work and general repairs of approximately 68 miles of town roads.

B. RESOLUTION #5 APPROVAL TO APPLY FOR BRIDGENY FUNDS WITH BARTON & LOGUIDICE
On a motion by Supervisor Brown, second by Co. Demong, BE IT RESOLVED, that the Town of Franklin Town Board does hereby approval submission of a grant application to BridgeNY with Barton & Loguidice as designated engineering firm.

C. RESOLUTION #6 REQUESTING SPEED LIMIT REDUCTION ON BLUE SPRUCE DRIVE, GARDEN ROAD AND MENSINK ROAD
On a motion by Supervisor Brown, second by Co. Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby support a speed reduction to 25 mph on Garden Road, Mensink Road and Blue Spruce drive in Loon Lake, Town of Franklin, Franklin County, New York.

D. RESOLUTION #7 ACCEPTANCE OF BLOOMINGDALE VOLUNTEER FD 2023 SLATE OF OFFICERS
On a motion by Council Member Waters, second by Council Member Huston, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the following 2023 BVFD slate of officers:

E. RESOLUTION #8 APPROVAL OF MOU WITH ADIRONDACK TECH
On a motion by Council Member Demong, second by Council Member Huston, BE IT RESOLVED that the Town of Franklin does hereby approve Supervisor Brown to sign Memorandum of Understanding with Adirondack Tech to physically install fiber optic network and necessary components to operate, maintain and sell high speed broadband services in the Town of Franklin, Franklin County, New York the Town of Franklin does hereby FURTHER RESOLVE to authorize the Supervisor to submit a voucher for $25,000, using American Restoration and Recovery Act Funds, payable to Adirondack Techs for a 50% down payment as specified in the MOU with the remaining $25,000 paid in increments as specified in the MOU using ARRA funds allocated to the Town of Franklin from the 2023 Franklin County Budget.

F. Climate Smart Communities Program-Councilman Jarvis reported he working with Nancy Bernstein and Carlie Leary (ANCA) begin first steps to solidify the town's participation in this program. The board was in support of Council Member Jarvis moving forward with this program. D.Brown-L.Demong m/s/p
OLD BUSINESS
A. CDBG -No update
B. DASNY -no update
C. ReVal of Town Properties -Supervisor Brown is working with the Supervisor's of Brighton and Harrietstown to coordinate this. The board requested Supervisor Brown add Assessor Doug Tichenor to an upcoming agenda to discuss this further.
D. Recreation- -Co. Demong reported he has no update on the board's invitation to DEC's Rob Daily to attend a board meeting for discussions specific to the Town of Franklin.
E. Broadband -Co. Waters reported the Town of Franklin and Franklin County are challenging three suspicious addresses on the FCC broadband map.
