CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.
PUBLIC COMMENT
Peter and Sarah Trout - Mr. And Mrs. Trout discussed reducing the speed limit on Garden Road as well as responsibilities of owners of private roads in the Town of Franklin.
Leg. Lindy Ellis - Leg. Ellis discussed Franklin County's efforts to identify residences that are unrepresented in New York State's Build Out agreement with high speed broadband providers. A public forum, to be held at the Town Hall, is being planned. Leg. Ellis will coordinate this event with the Town Clerk.
Dick Jarvis - Dick reported he has been discussing with Phyllis King, Town Historian, and Historic Saranac Lake digitizing and/or preserving town historical records. Dick will be representing Mrs. King at a meeting with HSL later this month.

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars read the following report:
- Finished brooming
- Dug ditch for water line at the Rec Park as requested by Supervisor Willman
- Removed items from skating shack as requested by Supervisor Willman
- Worked on repairs to General fund pickup as requested by Supervisor Willman
- Assisted Town of Saranac with paving
- Assisted Town of Chateguay with paving
- Filled some potholes on Merrill rd. with crusher run
- Erected tent at rec park as requested by Supervisor Willman
- Raked McManus Rd
- Ongoing beaver activity several areas around town
- Gas, fuel and maintenance logs given to Highway Committee
CODE OFFICER'S REPORT - -7 Building Permits, 1 Certificate of Occupancy issued in June. 11 inspections were conducted and $878.00 were collected.
NEW BUSINESS
A. Sealed Bids for Mini-Dump -The Town Clerk announced two sealed bids were received. Supervisor Willman opened and announced the following:
Durocher Auto Sales: 2019 RAM 5500 Chassis $84,451
Central Chrysler Jeep: 2020 RAM 5500 Chassis $87,837
The Town Clerk will provide copies of the sealed bids to the Highway Superintendent and Town Board. The matter will be discussed further at the August board meeting.
B. Grounds Keeping Equipment Bids -Bids for surplus equipment were received from Shawn Wood, Ken Simpson, Pete Ingraham, Elwin Hall, Dean Merrill, Chris Reed, Ed Martin, John Hamm, Al Berg and Tom Hotchkiss. Town Clerk Lauren LeFebvre and Supervisor Willman will tabulate the bids. High bidders will be notified and funds will be collected by Supervisor Willman.
C. August Board Meeting and 2020 Budget Workshop -Due to vacation schedules all department heads are directed to submit vouchers to the Town Clerk on/before August 7 for board approval prior to the August 14 regular board meeting. 2020 Budget Workshop will be held October 1 at 5:30pm.
OLD BUSINESS
A. Solar Project Update - The fence has been installed.
B. Baseball Tournament - Tournament starts this weekend. League will only be using the park for this tournament. Other arrangement have been made for the rest of the season.
C. Town Hall Roof Repair and Insulation - The Town Clerk reported she received no quotes for the work.
D. Phone System - The Town Clerk reported the new system should be installed by Twinstate before the August Board Meeting.
E. UV Water System - System has been installed and a sanitary cap put on the well at the park. Start-up testing has been reported to the Department of Health.
F. Sweeper Purchase - No update.
COMMITTEE REPORTS
A. Building and Grounds - Councilman Smalley reported the Town of Wilmington has bike trail paths at the Town's park. He plans on contacting Barkeater Trails to find out more.
B. Cemetery --Councilman Smalley reported he will be meeting with a representative from Plattsburgh Memorials this week to discuss gravestone installation procedures.
C. Celebration - None
D. Recreation - None
ADJOURNMENT
There being no further business before the board, Supervisor Willman adjourned the meeting at 6:50pm.
