CALL TO ORDER
Supervisor brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited. The Town Clerk called the roll, noting a quorum present.
PUBLIC COMMENT
Leg. Lindy Ellis - Lindy updated the board regarding Franklin County's efforts to increase high speed broadband access in the county.
REVIEW/APPROVAL OF June 14, 2023 - Resolution #24 will be added authorizing the expenditure of up to $5000 to implement Phase 2 (the advanced track) of pump track at Kate Mt. Park. (Waters-Brown m/s/p all aye)

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars presented the following report:
- Installed septic system at the rec park per Town Board’s request.
- Installing barrier rocks around septic site as per request of Supervisor Brown.
- Sent 2 men and trucks to assist Town of Burke with paving
- Replaced culvert on Goldsmith Rd
- Started working on Thatcherville Rd.
- Contacted contractors installing line on Thatcherville Rd regarding the depth of the line
RESOLUTION #25 AUTHORIZING PURCHASE OF 580SN WT BACKHOE
On a motion by Co. Waters, second by Sup. Brown, BE IT RESOLVED the Town of Franklin Town Board does hereby approve of the purchase of 2023 CASE 580SN Loader Backhoe in the amount of $129,475.00 from Beauregard Equipment.

RESOLUTION #26 DECLARING DEERE 310sg T310SG950466 SURPLUS
On a motion by Co. Waters, second by Sup. Brown, BE IT RESOLVED that the Town of Franklin Town Board does hereby declare the Deere 310SG to be surplus equipment and authorizes the Highway Superintendent to sell it on Auctions International and, in the event the bid does not reach $22,400.00, the Town of Franklin will use it as a trade in with Beauregard Equipment.

NEW BUSINESS
A. Painting Town Hall - Ross Manny presented the board with an estimate for power washing, staining exterior, repairing bell town, remove Town of Franklin lettering, pound in all mains, add nails when necessary, replace corner boards and side where necessary, caulk large gaps and glaze upper windows of the Town Hall.
RESOLUTION #27 AUTHORIZING ADK VISIONS PAINTING AND CONTRACTING TO PAINT/REPAIR EXTERIOR OF FRANKLIN TOWN HALL
On a motion by Co. Waters, second by Sup. Brown, BE IT RESOLVED that the Town of Franklin Town Board does here by authorize Adk Visions Painting and Contracting to power wash, stain exterior, repair bell town, remove Town of Franklin lettering, pound in all nails, add nails when necessary, replace corner boards and side boards where necessary, caulk large gaps and glaze upper windows of the Town Hall.

RESOLUTION #28 APPROVING COLOR CHOICE OF TOWN HALL
On a motion by Sup. Brown, second by Co. Waters, BE IT RESOLVED that the Town of Franklin Town Board does hereby selected Grenadier Pond/American White as the new colors of the Franklin Town Hall.

RESOLUTION #29 AUTHORIZING SUPERVISOR TO SIGN CHECK FOR ADK VISIONS DEPOSIT
On a motion by Co. Waters, second by Sup. Brown, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the Supervisor to authorize the bookkeeper to cut a check to Adk Visions Painting and Contracting for 50% of the estimated project cost to paint the Town Hall.

B. RESOLUTION #30 AUTHORIZING EXPENDITURE FOR WATER TANK AT KMP
On a motion by Co. Huston, second Co. Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby accept the quote from KC Cubed Inc in the amount of $2,093 to fabricate a water tank stand at Kate Mt. Park with the completion time of two weeks from acceptance.

B. Short Term Rentals - The board expressed interest in meeting with the Town Attorney on this matter.
COMMITTEE REPORTS
A. Youth Program - Co. Huston reported there are 53 children registered for the summer youth program. Co. Waters reported Joe Waters has put the nice new bikes for the pump/bike track together. They will be store in the skate shack. Supervisor Brown reported Kiwanis Club is donating 30 helmets in three sizes. A quote from KC Cubed Inc for fabrication of a bicycle rack in the amount of $607. Supervisor Brown will get additional quotes.
B. Newsletter - Co. Huston reported the next edition will be in late summer/early fall.
C. Broadband - Co. Demong reported Adk Techs has laid cable lines to Loon Lake from Kushaqua Mud Pond Road.
D. Energy - Co. Jarvis reported there will be an informational meeting regarding residential energy saving programs on July 31, 6pm at the Franklin Town Hall and that he will require assistance from a contractor to order replacement doors for the Franklin Town Hall. The Energy Task Force is considering Culverts & Dams with respect to climate change as its next priority.
