CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting the full board was present.
PUBLIC COMMENT
None
It was agreed that the new pole barn will be constructed on the Route 3 side of the property, close to the fuel shed. (C. Smalley-T. Bartiss m/s/p) ALL AYE

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars read the following report:
Ongoing prep work for paving on Fletcher Farm Rd. and Alder Brook Rd.
Repaired road edges, due to severe rain storms, on many roads.
Repair several washouts on Goldsmith Road after heavy rains.
Picked up new International with Viking equipment (Unit #5)
Borrowed air compressor and rock drilling equipment from the County.
Helped St. Armand with paving at their Highway garage.
Gas, fuel and maintenance logs given to Highway Committee
Discussion was held regarding the possibility of renting a Box Blade.
NEW BUSINESS
A. RESOLUTION #21 Awarding of Pole Barn Project
On a motion by Councilman Smalley, second by Councilman Berg, Be It Resolved that the Town of Franklin Town Board does hereby award the construction of a Pole Barn, to be located on the Highway Department grounds, to the lowest bidder Northern Pioneer Contractors in the amount of $34,821.

B. RESOLUTION #22 Select Materials Vendor
The town obtained four quotes for materials to construct the Pole Barn (opened and announced at the May 2015 Board Meeting).
On a motion by Councilman Cliff Smalley, second by Councilman Al Berg, Be It Resolved that the Town of Franklin Town Board does hereby select the lowest materials quote provided by Lamb Lumber of Lake Placid in the amount of $19,051.72.

RESOLUTION #23 APPROVAL OF PROJECT FR-13-07
As part of the Town of Franklin NYS HCR Housing Rehabilitation Program, a motion was made by Councilman Smalley and Seconded by Councilman Don Hamm, to authorize the expenditure of $15,790.85 of Program funds for the project #FR-13-07,all inclusive of capital, project delivery and Note & Mortgage filing fees, as part of the Town of Franklin Housing Rehabilitation Program. ALL AYE
Town of Franklin Sign
The Town Clerk has been researching options to replace the current Town sign on the corner of Route 3 and Cold Brook Road. A changeable electronic display is necessary to keep the public aware of the many happenings in the Town. As it will be also beneficial to the Highway Department in keeping the public informed of road work, road conditions, etc the cost of the sign will be shared by both the Highway and General Fund budgets. Prices of electronic display signs were discussed at an earlier meeting. Stewart Signs has quoted us a price of $12,987. NYS Contract price is $13,729.40.
RESOLUTION #24 Purchase of New Town Of Franklin Sign
On a motion by Councilman Smalley, second by Councilman Berg, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of $12,987 for the purchase of a new electronic sign with LED display from Stewart Sign. ALL AYE
COMMITTEE REPORTS
Cemetery - Co. Smalley reported he will speak to Superintendent DeMars regarding the need to a load of gravel for the Union Cemetery. Supervisor Willman reported the Rose Chaffer infestation at Union Cemetery is being treated. Rose Chaffer infestations have also been reported in Onchiota.
Veteran - POW/MIA flags have been received. The ground by the monument has been seeded. The dedication is scheduled for noon on Founder's Day, July 25.
Building - Supervisor Willman reported Dean Montroy submitted a quote of $1,050 for repairs at the garage. The board approved the repairs. (A.Berg-D.Hamm m/s/p) all aye
PUBLIC COMMENT
Councilman Berg reported play sand is needed at the park.
Cynthia Martino reported someone is dumping on, what is believed to be, Loon Gulf's property and requested a “No Dumping” sign be posted.
ADJOURNMENT
There being no further business Supervisor Willman adjourned the meeting at 6:25pm.
