CALL TO ORDER
Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting the full board present.

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars submitted the following written report:
- Continued brooming around town, picking it up in many areas All Paved roads done now
- Limbed branches hanging over the road in many areas around town
- Cut shoulders on section of Rock Street
- Cleaned up trees/ brush out of the ditch lines in many sections around town
- Patched potholes around town

RESOLUTION #30 ACCEPT MOWING CONTRACT WITH FRANKLIN COUNTY
On a motion by Councilman Hamm, second by Councilman Demong, BE IT RESOLVED that that Town of Franklin Town Board does hereby accept the 2020 Mowing of Franklin County Roadside Contract in the amount of $100.00 per mile for each mowing of 20 road miles.

NEW BUSINESS
A. CDBG Environmental Review Record
RESOLUTION #31 CLASSIFICATION OF TYPE II ACTION CDBG 418HR354_19
A motion was made by Councilman Bartiss, second by Councilman Jarvis, BE IT RESOLVED that the Town of Franklin Town Board has determined the Environmental Review Record to be classified a Type II Action (6NYCRR Section 617.4 and 617.5) for the Town’s Office for Community Renewal Community Development Block Grant project #418HR345-19 Housing Rehabilitation Program. Classification of Type II Action was determined based on review of https://www.dec.ny.gov/permits/32521.html.

B. Public Adjuster-Richard Smith — Adjusters International, the Town's Public Adjuster, updated the board via conference call as to the status of insurance claims. Vehicles, building and contents were discussed. Mr. Smith is working with Jim Abdallah, the Town's contracted Architect, regarding the required code upgrades and projected associated costs. Mr. Smith will keep the board informed of the progress toward settling the claim.
C. Architect Update - Supervisor Brown informed the board that she, along with the Highway Superintendent and Town Clerk, met with Jim Abdellah and Friend Construction to discuss the highway garage plans. It was decided that the next step would be to discuss funding options with our the Attorney for the Town, Eric Gustofson, as the insurance claim has not been settled. The Town Clerk informed the board that Mr. Gustofson has advised the Town that the Supervisor's Declaration of Emergency due to the Highway Garage Fire, adopted by the board in December, cannot be utilized for a Capitial Building Project. Mr. Gustofson had provided guidance in December to the Supervisor to draft a resolution referencing Emergency Purchases of equipment not rebuilding the garage. Supervisor Brown spoke with Kevin Rowland, Office of the State Comptroller, who confirmed the garage rebuild project is subject to the competitive bidding process. Mr. Gustofson informed Supervisor Brown that engaging architectual and engineering services is not suject to pubilc bidding as special professional services is exempt under General Municipal Law. Supervisor Brown has informed Friend Construction that the Highway Garage project will go out to bid.
PUBLIC COMMENT
Leg. Lindy Ellis-Lindy reported 97 people were tested at the Adirondack Health COVID-19 Drive Thru Mobile Testing event at the Town Hall on June 13. There were no new COVID cases reported in the North County today. Our region is exceeding the NYS requirements for the number of tests administered daily. There will be a Drive Thru Dairy/Produce Distribution for everyone, regardless of income, June 13 9am-12:30pm at Saranac Lake High School.
