CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited, the Town Clerk called the roll noting Councilman Hamm absent and a quorum.

TRI LAKES HUMANE SOCIETY
Humane Society Board Members Jean Baltzly (Town of Franklin Resident) and Peter Wood addressed the board regarding the contractual services the humane society provides to the Town of Franklin. Town of Franklin and NYS laws regarding animal control were also discussed.

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars reported the following:
- Continued brooming
- Cut trees and brush on sections of: Swinyer Rd., Cold Brook Rd. and Plank Rd.
- Graded and added crusher run on Oregon Plain end of Bigelow Rd.
- Goldsmith Rd.- washout
- Had men out several times for down trees that fell in to our roadways.
- Had men out for washouts after heavy rains.
- New Kubota slated to be delivered on Monday.
- Gas, fuel and maintenance logs given to Highway Committee
CODE ENFORCEMENT REPORT
3 Building Permits were issued in May as well as one violation. Six inspections were done and fees collected were $610.25.
NEW BUSINESS
None
OLD BUSINESS
A. Bigelow Road
The highway department has graded, cut brush and replaced culverts on the road. No word has been received from NYSDEC regarding the pick-up of the trash on the state land on that road.
B. Highway Pick-up Truck Quotes
Superintendent DeMars reported that he has received quotes from Chevrolet and Dodge and is awaiting the Ford quote. There was a delay in obtaining quotes as the model year is in the process of changing from 2016-2017.
RESOLUTION #26
On a motion by Councilman Smalley, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize Highway Superintendent Jacques DeMars to purchase, at NYS contract price, the pick-up truck of his choice when he obtains quotes from Ford, Dodge and Chevrolet if the quotes are received before the July 13, 2016 board meeting. ALL AYE
C. Oregon Plains Road Paving
Approximately 3.1 miles of the Oregon Plains Rd will be paved this year. Superintendent DeMars will obtain three quotes for this project.
D. Property Use
Supervisor Willman and Councilman Smalley discussed the letter to the Town Board received from Councilman Hamm last month. It was decided, while non-residential property use parameters may need to be established in the Town of Franklin, the Town currently has other issues that require the full attention of the board. Creation of a Master Plan for the Town will be discussed at a later date.
E. CDBG
All projects are on schedule to be completed by the end of June.
COMMITTEE REPORTS
A. Cemetery
RESOLUTION #27
On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby amend the Cemetery Policy to increase the number of allowable urns per plot from two to four.
B. Veterans
Ed Martin is working on organizing a Veteran's ceremony for Founder's Day
C. Celebration
Founder's Day July 30.
D. Recreation
Kickball Tournament has been rescheduled to July 30.
E. Building
Supervisor Willman is meeting with Andrew Charry Friday, June 10, 9am at Kate Mt. Park. Mr. Charry will be collecting data for elevation, etc.

There being no further business to discuss, Supervisor Willman adjourned the meeting at 6:35pm.
