CALL TO ORDER

Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum present.

PUBLIC COMMENT

Leg. Lindy Ellis reported Franklin County Highway Department has received the necessary DEC permits to paving sections of Co. Rt. 55.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars presented the following report:

  • Started prepping section of Norman Ridge Rd to be paved
  • 1 employee left
  • Ongoing work at rec park as per requests from Supervisor Brown ( digging/ filling in and leveling spots for building and shed, digging for water line and electrical line, setting up wood chip pit, back filling water line and electrical line)
  • Assisted Town of Brighton with paving
  • Assisted Town of Harrietstown with paving
  • Raked McManus Rd
  • Graded and raked Merrill Rd
  • Graded Mensink Rd
  • Fuel and gas sheets were given to the Town Clerk

RESOLUTION #22 APPROVAL OF FRANKLIN COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN
On a motion by Council Member Huston, second by Council Member Demong the following resolution was adopted:
WHEREAS, the Town of Franklin, with the assistance from Friends of the North Country, has gathered information and prepared the Franklin County Multi-Jurisdictional Hazard Mitigation Plan and
WHEREAS, the Franklin County Multi-Jurisdictional Hazard Mitigation Plan has been prepared in accordance with the Disaster Mitigation Act of 2000; and
WHEREAS, the Town of Franklin is a local unit of government that has afforded the citizens an opportunity to comment and provide input in the Plan and the actions in the Plan; and
WHEREAS, the Town of Franklin has reviewed the Plan and affirms that the Plan will be updated no less than every five years;
NOW THEREFORE, BE IT RESOLVED by the Town Board that the Town of Franklin, adopts the Franklin County Multi-Jurisdictional Hazard Mitigation Plan as this jurisdiction’s Natural Hazard Mitigation Plan and resolves to execute the actions in the Plan.

NEW BUSINESS

A. Records Management

RESOLUTION #22 APPROVAL OF EXPENDITURE FOR RECORDS MANAGEMENT
On a motion by Council Member Demong, second by Supervisor Brown, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the expenditure of $8,750.00 for inventorying, tracing, purging, recovering and reorganizing all Town of Franklin records (with the exception of Town Court) according to the required procedures of the NYS Archives Department.

B. Energy - Grant programs and replacing streetlight with LED's were discussed

RESOLUTION #23 APPROVAL TO PROCEED WITH ENERGY REDUCTION RESEARCH
On motion by Supervisor Brown, second by Council Member Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the efforts of Council Member Jarvis and volunteer Richard Brandt proceeding to obtain more information regarding energy reduction funding programs with replacement of streetlights with LED's as priority.

C. Cloudsplitter.org - Supervisor Brown announced the Town of Franklin was awarded $5000 from Cloudsplitter.org in support of the Summer Youth Program.

D. Hudson Valley Wireless — Jason Guzzo, HVW, presented the board with information regarding bringing internet service to unserved portions of the Town of Franklin. From the preliminary testing, service is expected to be available to approximately 200 households that currently have no high speed broadband access.

OLD BUSINESS

A. DASNY - Sen. Dan Stek's office is tracing the status is of the $100,000 allocation from Sen. Little.

B. Park Building - Supervisor Brown reported to date the Town of Franklin has spent $50,729.65 on improvements to the park and playground.

C. Pump Track - Council Member Huston reported work is progressing on the project and thanked the many volunteers for their assistance.

COMMITTEE REPORTS

A. Recreation - Council Member Jarvis reported the two informational kiosks (one for the Town Hall and one for Kate Mt Park) are built. He is awaiting notification regarding when they will be installed.

B. Youth Program - Supervisor Brown reported the new playground equipment has been installed at the park. AJ Arnold, who is doing the interior carpentry work, has received half the estimated cost ($10,500) of the project in advance..

C. Newsletter - Council Member Huston reported a new newsletter is in progress. Any official wishing to provide an article should submit it to Council Member Huston prior to mid-July.

ADJOURNMENT

There being no further business to discuss, Supervisor Brown adjourned the meeting at 7:08pm.
