CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.

HIGHWAY SUPERINTENDENT'S REPORT
- Plow and sanded as needed
- Cut trees as needed.

RESOLUTION #13 2018 SOLICITATION FOR 2018 ROAD SAND PURCHASE
On a motion by Councilman Smalley, second by Councilman Hamm, BE IT RESOLVED that the Franklin Town Board authorizes the Town Clerk to solicit sealed bids for up to 13,000 tons of road sand that meets or exceeds NYSDOT specifications and BE IT FURTHER RESOLVED that the sealed bids will be opened and announced at the April 11, 2018 regular board meeting.

RESOLUTION #14 APPROVAL OF EXPENDITURE OF HIGHWAY MONIES 284
On a motion by Councilman Woodcock, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the expenditure of up to $82,646.25 for permanent improvements commencing at Route 3 for a distance of 3200 feet on Cold Brook Road and the expenditure of up to $109,271.25 for permanent improvements commencing at Norman Ridge and leading .9 mi on Fletcher Farm Road.

Road Grinder -Highway Superintendent Jacques DeMars informed the board that the Town of Harrietstown Highway Superintendent has determined Harrietstown has no further use for the Asphalt Zipper they purchased jointly with the Town of Franklin in 2013. The Town of Franklin is the primary owner of the grinder. Superintendent DeMars and Harrietstown's Superintendent Craig Donaldson have discussed a the options of the Town of Franklin purchasing Harrietstown's portion from Harrietstown and the option of putting the grinder out for public bid with each town splitting the final sale price.
RESOLUTION #15 AUTHORIZING HIGHWAY SUPERINTENDENT TO PUT THE ROAD GRINDER OUT TO BID
On a motion by Councilman Bartiss, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Highway Superintendent to list the 2013 Road Grinder on NYS Government Bidding websites and publications for a starting price of $120,000.

CODE OFFICER'S REPORT - February Building Permits-0, Violations-0, CoO-0, Inspections-3, Fees Collected-0
NEW BUSINESS
A. Soil Water Pollution Plan - The Town has been informed that a Soil/Water Pollution Plan is required by DEC as part of the Community Center building project. Supervisor Willman requested the Town Board authorize the expenditure of approximately $5,000 for the architect, Tisdel Associates, to create this plan.
RESOLUTION #16 AUTHORIZING TISDEL ASSOCIATES TO DESIGN SOIL/WATER POLLUTION PLAN
On a motion by Councilman Smalley, second by Councilman Woodcock, BE IT RESOLVED the Town of Franklin Town Board does hereby approve the expenditure of approximately $5,000 for the development and design of a Soil/Water Pollution Plan to meet DEC's requirements by Tisdel Associates.

OLD BUSINESS
A. Community Building Update - Bid opening 3/22 at 4pm.
B. Solar Project Update - No update.
C. Waterfront and Hamlet Revitalization Grant- - 2nd Public Workshop to be held at the Town of Saranac Town Hall on 3/28 at 6pm.
COMMITTEE REPORTS
A. Cemetery Report - Councilman Bartiss and Councilman Smalley will determine a course of action regarding a leaning spruce tree at Merrillsville Cemetery.
B Recreation - Youth Program will be July 2-August 10
C Celebration - First meeting of the year will be 3/27 at 6pm.
