CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited, the Town Clerk called the roll and noted Councilman Woodcock absent and a quorum present.
PUBLIC COMMENT
Dick Jarvis expressed concern regarding the board's consideration of allowing commercial use of the Town Hall kitchen as the policy for Kate Mountain Park prohibits commercial use.

HIGHWAY SUPERINTENDENT'S REPORT
Supervisor Willman read the Highway Superintendent's Report as follows:
- Plowed and sanded when needed.
- Cut trees as needed to clear roadways.
- Had grader out several times removing ice buildup.
- Went to Advocacy Day held at the State Capital.
- Gas, fuel and maintenance logs given to Highway Committee
Highway Committee Report - Councilman Hamm suggested purchasing chains for the grader.
CODE OFFICER'S REPORT
Mr. Drosdowich reported 2 Building Permits were issued, 2 Certificates of Occupancy were issued and 3 site visits were completed. Mr. Drosdowich also requested the Town of Franklin actively seek out a replacement for the Code Enforcement Officer position as he is resigning from the position. He would like to have a replacement on the payroll by May 1st, 2016.
The Town Board thanked Mr. Drosdowich for his dedication to the position and to the Town of Franklin. A replacement will be sought immediately.
NEW BUSINESS
A. Pole Barn Garage Doors
The Town Clerk stated two sealed bids were received. Supervisor Willman opened and read aloud the following:

RESOLUTION #15
On a motion by Councilman Hamm, second by Councilman Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby select the bid from North Country Garage Doors in the amount $7,780.00 for the installation of four premium garage doors for the Pole Barn to be installed after April 3, 2016. ALL AYE.
B. Kitchen Lease
The board reviewed the draft lease prepared by Attorney for the Town Edward Murphy. Councilman Smalley moved to accept the lease. There was no second.
C. HUD Grant Time Only Extension Request
On a motion by Councilman Cliff Smalley, second by Councilman Don Hamm, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the request for a “time only” extension for the Town of Franklin Housing Rehabilitation Program #416HR34-13. ALL AYE.
OLD BUSINESS
A. Bigelow Road
Supervisor Willman has been in contact with Ethan Pierce from DEC to discuss trail plans for the DeBar Forest Preserve. This would include the Bog Trail near Bigelow Road. Councilman Smalley reported he is working on gathering assistance from groups that have an interest in recreational use of the road and trails that are nearby in an effort to develop a plan to upgrade the area to increase usage and stop illegal dumping. Councilman Smalley will report further at the next meeting. Les Parker, Town of Franklin resident and property owner on the County Route 55 end of Bigelow Road, and Jennifer Norman, Town of Franklin resident, have agreed to work with Councilman Smalley on this project.

April 9 Roast Beef Dinner to benefit community building at Kate Mountain Park, Founder's Day desperately needs volunteers to head up the historical aspect of the event.
D. Recreation
A Kickball Tournament is planned for June 26.
PUBLIC COMMENT
Councilman Hamm-Announced former resident and a founding member of the Town of Franklin 55+ Club Margaret Turnbull turned 100 years old this month. He requested the Town post this on the digital sign.
ADJOURNMENT
There being no further business before the board, Supervisor Willman adjourned the meeting at 6:50pm.
