CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll noting Councilman Cliff Smalley absent and a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT
In Superintendent DeMars absence, Supervisor Willman read the following report:
- Winter storm Stella- compiled figures and forwarded to Franklin County then met with State Reps and now waiting for outcome to see if we will get some reimbursement.
- Posted roads- signs will come down by next week.
- Brooming- ongoing
- 284’s- Cold Brook Road, Sinkhole
- Met with DEC about culvert issues on a couple roads.
- Ongoing beaver problems- continuous cleaning out of many culverts.
Superintendent DeMars provided the board with the current figures for NYS reimbursement from the Department of Transportation:
- Consolidated Local Street and Highway Improvement Program (CHIPS)-The Town has a total CHIPS balance of $163,982.80 available for the June 2017 payment. The Town has a total PAVE NY balance of $37,430.71. The Town has an Extreme Winter Recovery (EWE) balance of $30,818.77.
RESOLUTION NO. 14 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS
On a motion by Councilman Don Hamm, second by Councilman Pete Woodcock, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of up $205,871 (excluding engineer costs and culvert replacements) for permanent improvements commencing at Cold Brook Rd./Route 3 and leading to Cold Brook Rd. East, a distance of approximately 1.5 miles and, BE IT FURTHER RESOLVED the Town of Franklin Town Board does also the expenditure of up to $63,000 for permanent improvements to .6 miles commencing at Sinkhole Road and leading approximately .6 miles on Sinkhole Road. ALL AYE
Army Corps of Engineers - Superintendent DeMars informed the board the ALL culvert replacement plan must be submitted to the ACE for approval therefore professional engineering services are required. Superintendent DeMars solicited quotes for engineering and design services for the replacement of three culverts on Cold Brook Road. Greenman-Pedersen Inc -- $25,000 and Barton & Longuidice -- $14,550.
RESOLUTION NO. 15 2017 AUTHORIZE HIGHWAY SUPERINTENDENT TO ENTER INTO AN AGREEMENT WITH BARTON & LONGUIDICE
On a motion by Councilman Peter Woodcock, second by Councilman Thomas Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize Highway Superintendent Jacques DeMars to enter into an agreement with Barton & Loguidice (Liverpool, NY) to provide the design and the regulatory permitting of three culvert replacements on Cold Brook Road in the Town of Franklin, Franklin County, NY for a lump sum fee of $14,550. ALL AYE.
CODE OFFICER'S REPORT
3 Building permits were issued, there was one violation and one inspection. Fees collected were $343.00.
NEW BUSINESS
A. BOND COUNSEL
It is anticipated that a Bond Resolution will be prepared and ready for board approval at the June 14 board meeting.
OLD BUSINESS
A. PURCHASE OF 2018 TANDEM
The board discussed the bids received from Clark's Trucks and Charlebois. Josh Clark addressed questions and concerns regarding service turn around times. Board members were in agreement that Clark's service times for trucks in need of repair was not acceptable and therefore it is a unanimous decision to select a vehicle other than an International at this time.
RESOLUTION NO. 16 2017 ACCEPT BID FROM CHARLEBIOS FOR THE PURCHASE OF A 2018 TANDEM
On a motion by Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby accept the bid from R.R. Charlebois, 950 Route 7 South, Milton Vermont for a new 2018 Freightliner 14SD tandem truck, with set-back axle, Viking body in the amount of $199,670. ALL AYE.

C. Garage Painting and Repair
The Town Clerk announced three bids were received:

RESOLUTION NO. 17 2017 ACCEPTANCE OF BID BY ALL ACTION PAINTING CO.
On a motion by Councilman Hamm, second by Councilman Woodcock, BE IT RESOLVED the Town of Franklin Town Board does hereby accept the bid for painting and dryvit repair of the Town of Franklin Highway Garage from All Action Painting, LLC in the amount of $9,012.00. ALL AYE.

Councilman Bartiss will schedule a meeting with DEC to discuss this further.
