Regular Meeting - Monthly Board Meetings May 10, 2022 5:30PM

CALL TO ORDER

Supervisor brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited. The Town Clerk called the roll, noting a quorum present.

REVIEW/APPROVAL OF April 12 & 19, 2O23 MINUTES - The minutes were approved as presented. (Jarvis-Huston m/s/p) all aye

PUBLIC COMMENT

Leg. Lindy Ellis provided information to the board regarding the current status of the Town of Franklin partial tax exemption for seniors. The current exemption was set in 2000 and caps the income eligibility at $12,500. As of 2023, NYS considers $25,500 to be Extremely Low Income.

Paul Capone presented the board with information regarding 2019-2023 sales of vacant land in the Town of Franklin and the range in prices per acre. Mr. Capone offered his assistance if the board votes to do a complete revaluation.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars presented the following report:

  • Cut trees on Rock Street with new cutting head
  • Continued patching potholes around town. (pavement & dirt rds)
  • Started the Spring brooming of the roads
  • Request sand bid being published
  • 284 for Thatcherville Rd
  • Road posted sign taken down
  • Request canceled checks for: $3,818.86 & $26,047.53 to Barton & Loguice.
  • Request that the $10,350.97 be reimbursed to Highway Fund. Check was received by General Fund on 5/5/’23
  • Fuel and gas sheets were given to the Town Clerk

RESOLUTION #14 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS
On a motion by Co. Waters, second by Co. Huston, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the expenditure of highway funds of up to $129,600 for permanent improvements from the intersection of Route 26 heading westerly on Thatcherville Rd for a distance of approximately 2.52 miles.

RESOLUTION #15 SOLICIT SEALED BIDS FOR 2023 ROAD SAND PURCHASE
On a motion by Co. Demong, second by Co. Jarvis BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the Town Clerk to solicit sealed bids for the purchase of up to 13,000 tons of road sand that meets NYSDOT requirements and the Town Board DOES FURTHER RESOLVE that sealed bids received will be opened and read aloud at the regular Town of Franklin Town Board meeting on June 14, 2023 at 5:30pm.

COMMITTEE REPORTS

A. Youth Program - Council Huston and Co. Waters reported interviews have been held and the committee put forth five candidates. Co. Huston reported Ruth Pino—SLCSD Cafeteria has informed ToF of a lunch program availability for the 2023 Summer Youth Program that will provide cold lunches and pay a kitchen staff.

RESOLUTION#16 APPROVING SUMMER YOUTH PROGRAM STAFF
On a motion by Co. Huston, second by Co. Waters, BE IT RESOLVED that the following be hired to fill five staff positions for camp counselors at the Kate Mountain Park Summer Program: Zachary Sprott Schribner—Director, Jessica Peckham—Counselor, Gabriella Allen—Counselor, Colden Damour---Counselor and, Alexis Whitacre—Counselor.

B. Newsletter - Co. Huston reported the next edition will be sent approximately June 15. All contributions should be received by her by June 1.

C. Broadband - Co. Demong reported Adk Techs in laying cable from Onchiota Co. Rt 60 to Co. Rt 26 in Loon Lake. They will be meeting with Sandy Hayes this week to discuss cutting through his property from 60 to 26.

D. Energy - Co. Jarvis reported several residents have expressed interest in serving on the Energy Committee Task Force after reading the most recent newsletter.

RRESOLUTION #17 AUTHORIZING ENERGY COMMITTEE TO REPLACE OR REPAIR FOUR DOORS, TWO WINDOWS AND PURCHASE PAINT FOR THE TOWN HALL EXTERIOR
On a motion by Co. Huston, second by Supervisor Brown, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Energy Committee to replace or repair four exterior doors, two broken windows and select and purchase pain for the exterior of the Town Hall in Vermontville.

NEW BUSINESS

A. Short Term Rental - Supervisor Brown presented the board preliminary thoughts from the Town Attorney. This will be discussed at the June board meeting.

There being no further business to discuss, Supervisor Brown adjourned the meeting at 6:55pm.
