1. CALL TO ORDER

Supervisor Keith called the meeting to order at 7:00 pm. The Pledge of Allegiance was recited; the Town Clerk called the roll, introduced guests and stated the full board was present.

2. OLD BUSINESS

The Highway Superintendent and Highway Committee will review each bid, determine the best option for the Town and announce the winner at the December 9, 2009 Board meeting.

3. NEW BUSINESS

A. SCHEDULE WORKSHOP RE PLANNING BOARD. The Board determined it would conduct a workshop to review planning board applicants at 6:00 PM December 9, 2009, immediately preceding the regular board meeting.

B. SCHEDULE END OF YEAR SPECIAL MEETING. The Board determined it would hold a special meeting on Monday, December 28, 2009 to discuss and act upon end-of-year matters.

C. LANDFILL MATTERS

(1) 2009 F.X. Browne Final Report. Supv. Keith read the F.X.Browne cover letter regarding the final report: 2009 Franklin Post-Closure Monitoring:

. . . . Enclosed is one copy of the final report for the 2009 Franklin Landfill Post-Closure Monitoring. A digital copy has been sent to Dale Becker at the NYS DEC.
Overall, the landfill looks good and although some landfill leachate indicators were detected, this is not unusual in an unlined landfill. It is only a concern if the leachate contains toxic chemicals. No volatile organic compounds or toxic metals were detected at the landfill in amounts that would lead to concern.
Also enclosed is a copy of the laboratory invoice for the October sampling event. The charges appear to be correct . . . .

(2) 2009-10 Contract with F.X. Browne. Supv. Keith indicated the proposed contract is identical to the 2009 contract. Post closure monitoring will be performed twice per year. She requested a motion for resolution accepting the contract and authorizing her to execute it. (C.Smalley-W.Kretser m/s/p) ALL AYE

D. HIGHWAY MATTERS.

(1) Tow-Behind Sweeper. Hwy. Supt. DeMars submitted 3 price quotes for the tow-behind sweeper, which he wants to be repaired prior to storing it for the winter. The sweeper does not really work at present, and the best price for repair is $857. He requested approval for this amount.

(2) Plow Trucks. The tandems experience substantial wear and tear. Supt DeMars indicated the stiff arms on the wings of the trucks should be replaced. Some vehicles need part #003 at $440.17 each, some require part #001 at $373.33 ea. and one tandem requires part #005 at $712.39.

Coun. Kretser remarked that the equipment is necessary and the Board concurred that the expenditures should be made.

4. QUESTIONS AND COMMENTS

Q/C Coun. Berg inquired whether the Board should take action on a complaint letter from a resident re Highway Dept. received today.

A Supv. Keith replied the letter was received only today addressed to Supt. DeMars and suggested waiting for the Highway Superintendent to respond.

5. ADJOURNMENT
