The Town Board of the Town of Franklin held a duly noticed Special Board meeting and Subdivision workshop on Wednesday, October 1, 2007 at 7:00 pm at the Vermontville Town Hall.

CALL SPECIAL BOARD MEETING TO ORDER
Supervisor Keith called the meeting to order; the Pledge of Allegiance was recited; the Town Clerk called the roll, and announced the full board was present.
OPEN AND AWARD BID FOR ROAD SAND
Having advertised in the Adirondack Daily Enterprise requesting bids on 13,000 tons of NYS quality road sand, the Town Clerk opened the two bids received: Graymont Materials bid $8.55 per ton delivered and $3.80/ton if picked up; Trudeau Sand & Gravel bid on delivered, screened road sand at $7.00 per ton. The Board discussed the two bids, and determined the cost per ton of Town vehicles making round trips to pick up and deliver sand in gasoline and man-hours was not cost efficient. Therefore, the bid was awarded to Trudeau Sand & Gravel for delivered sand.

RESOLUTION NO. 37: AWARD 2007 SAND BID TO TRUDEAU SAND & GRAVEL
WHEREAS, publication of request for bids on 13,000 NYS quality road sand having been published; and WHEREAS, 2 bids were received; NOW, THEREFORE,
BE IT RESOLVED, that Trudeau Sand & Gravel is awarded the 2007 contract to deliver 13,000 tons of road sand at $7.00 per ton.
PUBLIC NOTICE TO BIDDERS PLEASE TAKE NOTICE that the Town of Franklin is accepting bids on the purchase of 13,000 tons of road sand to NY State specs, screened and FOB, with a minimum of four (4) trucks per day, 7:00 am to 4:00 pm delivery.
Bids must be returned by 6:00 PM on October 1, 2007 and be accompanied by a non-collusive bidding certificate. Send bids to: Sandra J. Oliver, Franklin Town Clerk, P O Box 209, Vermontville, NY 12989 or delivered to same at the Town Hall, 7 Cold Brook Rd., Vermontville. Envelopes must be marked "SAND BID."
Bids will be opened and awarded at a special meeting of the Town Board at 7:00 PM on Monday, October 1, 2007 at the Town Hall, Vermontville, NY. The Board reserves the right to reject any or all bids.

RESCIND RESOLUTION NO. 34
PUBLIC HEARING ON TIME WARNER FRANCHISE AGREEMENT.
A public hearing will be advertised for and held on Monday, October 15, 2007 at 6:00 pm on the Time Warner Franchise Agreement.
SUBDIVISION WORKSHOP
Due to the large amount of materials Board members must review, Coun. Walt Kretser requested the subdivision workshop be tabled. He stated that he and Coun. Janet Ordway will be meeting to review the materials. Tabled to October 15, 2007 special board meeting and budget workshop.
STUDY ON POSSIBLE COUNTY-WIDE ASSESSING
A memorandum dated September 19, 2007 was received from Harrietstown Councilman Ronald Keough enclosing notes taken at a meeting held with the Franklin County Legislature, County Manager James Feeley, County Real Property Tax Services Dept. Head Mary Bausch, Jonathan Miller, County Attorney and Councilman Keough. Supervisor Keith distributed copies and Board members indicated they were in favor of a study on the subject of county-wide assessing but did not have enough information to determine whether it would be in the best interests of the Town of Franklin. Supervisor Keith will draft a letter in response to the September 19th memorandum.
Motion to encourage Franklin County to conduct a study of assessing options.
