CALL TO ORDER
Supervisor Willman called the meeting to order at 5:30pm. The Pledge of Allegiance was recited, the Town Clerk called the roll, noting Councilmen Bartiss and Woodcock absent, and a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars presented the following report:
- Alder Brook Road- prepped for paving. Cleaned out culverts and extended several of them.
- Goldsmith Road- due to erosion, we prepped and blacktopped a section of the ditch.
- Hydro seeded- Norman Ridge, Rock Street, and Alder Brook Road. Also did a section of County Rt. 26 for Franklin County.
- Stockpiled crusher run for culvert replacements to be done as part of the Cold Brook Road project.
- Fletcher Farm Rd.- cut out sections of road edge due to crumbling and filled in with crusher run, and will be putting blacktop over at a later date.
- Franklin Falls Hill- repaired ditch line scouring on a section by the dam.
- Assisted - Village of Tupper Lake by hauling asphalt for paving.
- Assisted - Town of Tupper Lake by hauling asphalt for paving.
- Assisted - Town of St. Armand by hauling asphalt for paving of Fire Department parking area.
- Village of Saranac Lake by hauling asphalt for paving. Also hauling crusher run for their road project.
- Unit #11 was brought to Clarks for warranty work.
- Had men out several times due to down trees and scouring.
- Did yearly inventory.
- Purchased a bull dozer through OGS and Board approval, The dozer was picked up and delivered by Huntley trucking.
- Ongoing beaver problems- continuous cleaning out of many culverts.
- Gas, fuel and maintenance logs given to Highway Committee

8 Building Permits, 1Violations, 5 Certificates of Occupancy, 16 Inspections and $1661.25 Collected Fees.
NEW BUSINESS
A. Fuel Bids -
RESOLUTION #37 SOLICIT SEALED BIDS FOR 2018 FUEL
On a motion by Councilman Smalley, second by Councilman Hamm, BE IT RESOLVED the Town of Franklin Town Board does hereby authorize the Town Clerk to solicit sealed bids for:
3,830 gallons unleaded gasoline
17,300 gallons on-road diesel
5,800 gallons propane
1,350 gallons #2 fuel oil
To be opened at the November 8, 2017 board meeting.

B. 2018 BUDGET -
38 RESOLUTION TO SET PUBLIC HEARING ON 2018 PRELIMINARY BUDGET AND FIRE PROTECTION
On a motion by Councilman Don Ham, second by Councilman Cliff Smalley, BE IT RESOLVED that the Town of Franklin Town Board does hereby set November 8, 2017, 5:30pm to allow for the public to comment on the 2018 Preliminary Budget and Fire Protection Budget.

OLD BUSINESS - None
A. Salaries for Elected Officials -No Change
B. Solar Project Provider -As part of the Town's grant application to install a solar array at Kate Mountain Park, the Town must select an installer. An RFP was solicited in August for this project. Moving forward on this project is contingent upon the Town of Franklin being awarded the grant.
39 RESOLUTION TO AWARD INSTALLATION OF SOLAR ARRAY AT KATE MOUNTAIN PARK
On a motion by Councilman Hamm, second by Councilman Smalley, BE IT RESOLVED the Town of Franklin Town Board does hereby select Croton Energy Group-ADK Solar to install an approximately 33 photovoltaic (PV) system at Kate Mountain Park, with fencing, at a total cost of $92,625..
