Regular Monthly Board Meeting - October 13, 2021 5:30PM

CALL TO ORDER

Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum present.

PUBLIC COMMENT

Franklin county Legislator Lindy Ellis reported the Franklin County Youth Bureau has allocated $2,700 to the Town of Franklin Youth Program and there will be a budget review of the 2022 Franklin County Budget on October 28, 2021 at the Harrietstown Town Hall. Those interested are encouraged to attend.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars submitted the following written report:

  • Assisted Town of Saranac with paving
  • Per Supervisor Brown’s request prepped site, assisted Home Energy with the emplacement of new underground propane tanks (not complete yet)
  • Expanded area for sand pile
  • Hauled sand
  • Patched cross culverts on Keith Rd
  • Hauled millings from the airport
  • 1 man was out due to COVID/ quarantine(back now)
  • Paved section of Norman Ridge Rd with the assistance of the towns of: Saranac, St. Armand, Duane, Plattsburgh, Harrietstown, Tupper Lake
  • Installed driveway culvert as per culvert policy and paperwork given to Town Clerk for reimbursement*
  • Assisted Town of Tupper Lake and Village of Tupper Lake with paving
  • Patched potholes on Alder Brook Rd & Fletcher Farm Rd
  • Cut tree on Alder Brook Rd that was blocking road. Cut many other dangerous trees
  • Met with Insurance agent to go over coverage
  • Ongoing beaver problems
  • Gas & Fuel sheets given to Town Clerk

*The Town Clerk stated she had not received the paperwork for the culvert installation. She will coordinate with Superintendent DeMars for this information.


NEW BUSINESS

RESOLUTION #31 SET DATE FOR PUBLIC HEARING ON FY2022 FISCAL BUDGET
On a motion by Councilman Bartiss, second by Councilman Hamm, BE IT RESOLVED the Town of Franklin Town Board does hereby set November 10, 2021 at 5:30pm as the date and time for the public to comment in favor of or against the FY 2022 Town of Franklin Preliminary Fiscal and Fire Protection Budget.

B. American Recovery and Reinvestment Act Funds - The Town of Franklin has received half of the $114,000 ($57,000). The balance is scheduled to be allocated in Spring 2022. Discussion was held regarding allowable uses of the funds. Board members will report back with projects to consider.

OLD BUSINESS

A. DASNY - Supervisor Brown reported the application to replace the roof, siding and upgrade restrooms in the Town Hall has been approve for $100,000. Funds are expected to be released before December 31, 2021

B. CDBG—HUD - The $500,000 reimbursement funds through Assemblyman Billy Jones' office is in its final stages. All documentation has been submitted.

RESOLUTION #32 APPROVAL OF NEW PROJECTS
On a motion by Supervisor Brown, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of #23,450—FR-19-05, $9,500—FR-19-06, $26,100—FR-19-03 and $4,950—FR-19-02, plus administrative, project delivery and other soft costs in accordance with the Town of Franklin Housing Rehabilitation Program.

C. Assemblyman Jones' Funding -Supervisor Brown reported the $500,000 reimbursement grant promised by Assemblyman Billy Jones has completed the approval process. Funds are expected to be released by December 31, 2021.

COMMITTEE REPORTS

A. Cemetery - No Update

B. Recreation - Councilman Jarvis submitted a grant application to Franklin County Destination and Marketing Program for in the amount of $4,970. This figure represents 50% of the estimated cost to erect two informational kiosks with maps and recreational activity locations in the Town of Franklin.

C. Broadband - Councilman Bartiss reported grant awards for federal broadband infrastructure projects are scheduled to be announced on November 30, 2021. The Town of Franklin is part of an eight county proposal to provide high-speed, affordable broadband to unserved locations.

D. Newsletter - The Town Clerk stated she is collecting articles from those interested in providing them.

There being no further business to discuss, Supervisor Brown adjourned the meeting at 6:20pm.
