MINUTES OF THE BUDGET WORKSHOP HIGHWAY FUND
and SPECIAL TOWN BOARD MEETING
October 15, 2012 - 7:00PM

HIGHWAY FUND BUDGET WORKSHOP

1. CALL TO ORDER

Supervisor Arthur P. Willman called the meeting to order at 7:00 PM; the Pledge of Allegiance was recited, and the Town Clerk called the roll and stated the full board was present.

2. REVIEW OF HIGHWAY FUND 2013 TENTATIVE BUDGET

Budget Officer Meagher reviewed the 2013 Highway Fund Tentative Budget line by line. Supt. DeMars commented that requested increases in budget lines were due to higher prices for sand, salt, and asphalt. Supv. Willman stated that although negotiations are ongoing with the Teamsters Union, projected increases in wages and health insurance added to the increases. Discussions ensued, and adjustments were made. With gratitude expressed by the Board for his hard work, Mr. Meagher then left the meeting.

3. ADJOURNMENT:

There being no further discussion to be had, the budget workshop adjourned at 8:23 PM. Motion (C.Smalley-B.Merrill m/s/p) ALL AYE.

SPECIAL TOWN BOARD MEETING

1. NEW BUSINESS

RESCIND RESOLUTION NO. 66. Supv. Willman reported he had spoken with the Association of Towns of NYS and found there was no need to hold a public hearing on the subject of the removal of Town Barn Lane from the Town's inventory of roads. He requested a motion for a resolution rescinding Resolution No. 66. Motion (C.Smalley-A.Berg m/s/p) ALL AYE

RESOLUTION NO. 70: REMOVE TOWN BARN LANE FROM TOWN INVENTORY OF ROADS; RESCIND RESOLUTION 66 WHEREAS, THE Town added Town Barn Lane to its list of public roads by resolution no. 4 of 2000 and also resolution no. 90 of 2010; and WHEREAS, the E-911 Emergency Center utilizes global positioning satellite (GPS) to locate and alert fire and rescue units; and WHEREAS, Town Barn Lane does not appear on GPS; and WHEREAS, the Town now wishes to remove Town Barn Lane from its inventory of roads; and WHEREAS, the State Route 3 appears on GPS; and WHEREAS, after due consultation with attorneys, a public hearing is not required because there are not numerous property owners near or adjacent to the property that will be affected; NOW, THEREFORE, BE IT RESOLVED, the Franklin Town Board hereby removes Town Barn Lane from its inventory of roads; and BE IT FURTHER RESOLVED, the new street address of the Town's Highway Garage is now 8134 State Route 3, Vermontville, NY; and BE IT FURTHER RESOLVED, Resolution No. 66 scheduling a public hearing on this matter is hereby RESCINDED.

2. OLD BUSINESS

A. ADIRONDACK LEADERSHIP EXPEDITIONS. The telephone tree will be set up and delivered to ALE's Saranac Lake office by October 24th.

B. WATER TREATMENT SYSTEM FOR TOWN HALL. Supv. Willman met with a representative Culligan regarding the previously-unenforced Public Health regulation concerning drinking water. An RFP has been published requesting bids, returnable at 6:00 PM on Wednesday, November 14, 2012. Supt. DeMars requested the water at the Town Garage be tested as well.

C. MERRILLSVILLE GARAGE. Overhead Door of Plattsburgh submitted a lower price for the new door and were awarded the contract. Coun. Merrill recommended that all the junk being stored in the building be removed prior to door installation.

D. VERMONTVILLE GARAGE. Work will commence shortly on the building; the supplies have already been ordered.

E. NO REPORTS ON: HUD Grant application, new bridge at County Route 48, Jaws of Life, Land Inventory, Oil-Water Separator or Town Hall Defibrillator.

3. ADJOURNMENT

There being no further business to discuss or conduct, the meeting adjourned at 8:45 PM. Motion (D.Hamm-C.Smalley m/s/p) ALL AYE
