1. CALL TO ORDER
Supervisor Willman called the meeting to order, The Pledge of Allegiance was recited. The Town Clerk called the roll noting the full board was present.

Ed Martin thanked both political parties for well run caucuses.

8. HIGHWAY REPORT
A. Superintendent's Report
Superintendent DeMars submitted the following written report: Continuous work on Fletcher Farm Road for the upcoming paving. Sent men to Towns of Harrietstown, Brighton and, Santa Clara to assist in paving. More mowing has been done, Raked McManus, French and Merrill roads. Started work on Kushaqua Mud Pond Road (FEMA).
B. Highway Committee Report
Kushaqua Mud Pond Road was discussed. The committee recommended the grinder could be used on part of the road where it would be beneficial.
C. Highway Questions and Comments:
Cynthia Martino inquired as to whether Howe Bridge would be included in the upcoming repairs scheduled for September in Loon Lake. Supervisor Willman stated the bridge is scheduled to be included in the repairs. Deputy Highway Superintendent Snickles added that he saw a Franklin County Highway Department crew in that area today.
9. NEW BUSINESS
A. Award Bids for Road Sand
Resolution #40 Award Bids for 2013 Purchase of 12,000 Tons Road Sand (D.Hamm-A.Berg m/s/p) all aye
As the Town of Franklin has solicited bids are legally required and has received two qualified bids; Whereas the bids received were Trudeau Sand and Gravel, Saranac Lake, NY $4.35 per ton of screened road sand and Graymont Materials, Saranac Lake, NY $2.25 per ton of washed manufactured road sand. Whereas both bids meet New York State DOT road sand specifications the Town of Franklin Town Board does hereby accept both bids. Therefore, BE IT RESOLVED, the Town of Franklin Town Board accepts Trudeau Sand and Gravel’s bid of $4.35 per tome and Graymont Materials’ bid of $2.25 per ton. BE IT FURTHER RESLOVED the Town of Franklin Town Board authorizes Highway Superintendent DeMars to determine how much of each type of road sand to purchase with the total weight not to exceed 12,000 tons.

B. 2013 Fuel Bids
Resolution #41 Request for 2013 Fuel Bids (C.Smalley-A.Berg m/s/p) all aye
Whereas under Town Law section 103A requires BE IT RESOLVED that the Town of Franklin Town Board authorizes the Town Clerk to solicit sealed bids for 3,830 gallons unleaded gasoline, 17,300 gallons on-road diesel, 5,800 gallons propane and 1,350 gallons #2 fuel.

C. Clark’s Truck Center Nelson Tamer provided additional information to the Town Board regarding September 5, 2013 proposal for a New 2013 International Workstar w/Viking Dump/Plow Equipment as requested by Superintendent DeMars. Mr. Tamer answered a variety of questions regarding the automatic transmission and warrantee and explained the truck is available immediately at state contract price of $183,820.00 to the first buyer.
Resolution #42 Authorize Town Clerk to Solicit Sealed bids for a 2014 Tandem (C.Smalley-A.Berg m/s/p) all aye
On a motion by Councilman Clifford Smalley, second by Councilman Allen Berg, BE IT RESOLVED that the Town of Franklin Town Board authorizes the Town Clerk to solicit sealed bids for a new 2014 Tandem Truck with Dump/Plow Equipment.

D. Board of Assessment Review Appointments
Supervisor Willman stated Jean Baltzly’s term expires on September 30. She has agreed to be reappointed. Jon McDowell has submitted a letter of interest to fill the Lauren LeFebvre’s unexpired term ending 9/30/2015.
Resolution #43 Reappointment of Jean Baltzly to Town of Franklin Board of Assessment Review
On a motion by Councilman Smalley, second by Councilman Berg, BE IT RESOLVED that Jean Baltzly is reappointed to a 5 year term on the Town of Franklin Board of Assessment Review commencing October 1, 2013 and expiring September 30, 2018.

Resolution #44 Appoint Jon McDowell to Town of Franklin Board of Assessment Review
On a motion by Councilman Smalley, second by Councilman Merrill, BE IT RESLOVED that the Town of Franklin Town Board does hereby appoint Jon McDowell to fill the unexpired term (ending September 30, 2015) created by the resignation of BAR member Lauren LeFebvre.

F. Set Budget Workshops.
Resolution #46 2013 Budget Workshops
On a motion by Councilman Smalley, second by Councilman Merrill, BE IT RESOLVED the Town of Franklin Town Board will hold 2013 Budget Workshops on October 7 and October 15, 2013 at 7pm at the Franklin Town Hall.

G. Set Special Meeting
Resolution #47 Set Special Meeting
On a motion by Councilman Smalley, second by Councilman Merrill, BE IT RESOLVED the Town of Franklin Town Board will hold a Special Meeting on October 2, 2013 at 6pm at the Franklin Town Hall. The purpose of the meeting will be the presentation of the 2014 Tentative Budget by the Town Clerk and the opening of seal bids for the pedestrian entryways at the Franklin Highway Garage.

A. Defibrillator Training. no update
B. Land Inventory Co. Smalley stated volunteers are welcome.
C. Oil Water Separator: No update.
D. Water Treatment System: Culligan is scheduled to be here Sept 18.
E. Inline Alarm System Proposals: The Town Clerk announced proposals were received, one from Mahoney-Notify Plus Inc., Glens Falls, NY and the other from Security Concepts of Plattsburgh, NY.

A. STAR Exemption
Supervisor Willman reminded those present to reapply for the program as per the recent mailing to property owners by NYS.

Conversations with the Supervisor Sept 18 6-8, Food Pantry Sept 19 3:30-5, Spaghetti Dinner to benefit Kate Mt Park Special Reserve Fund Oct 19 (more info soon).
