CALL TO ORDER

Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum present.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars presented the following report:

  • Prepped Keith Rd and section of Cold Brook Rd for paving.
  • Paved Keith Rd and section of Cold Brook Rd with the assistance of: Town of Plattsburgh, Town of Saranac, Town of Brighton, Town of Tupper Lake, Village of Tupper Lake, Town of Harrietstown, and Town of Constable.
  • Assisted Town of Tupper Lake with paving.
  • More mowing done
  • Assisted Town of Duane with paving
  • Assisted Town of Saranac with paving
  • Sent 2 men, loader and pickup as standby as per request of Bloomingdale Fire Department. (Alder Brook Park Rd)
  • 284 for section of Cold Brook Rd
  • On going beaver activity around town
  • I am requesting that the following be transferred to the Highway Fund
  • Should be deposited on Sept. 20th
  • Total-$134,617.97
  • Fuel and gas sheets were given to the Town Clerk

NEW BUSINESS

A. Adk Techs - Demong and Supervisor Brown have been consulting with Adk Tech, a small, local company that installs and maintains high-speed broadband lines. Adk Tech has obtained the proper permits to dig and bury cable on Town and County roads. The current plan starts in Onchiota, on County Rt 60, and runs toward Route 3. Before the end of County Route 60, lines will be laid across private property in order to access Loon Lake, negating the need to use NYS Route 3. The board discussed requesting funding assistance from Franklin Co. in the 2023 budget. Leg. Lindy Ellis will assist the Town with this request. Supervisor Brown is working with Town Attorney Ed Murphy on this project

B. 2023 Fuel Supplier

RESOLUTION #28 Authorizing Town Clerk to Solicit Bids for 2023 Fuel
On a motion by Co. Jarvis, second by Co. Waters, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the Town Clerk to solicit sealed bids for the purchase of FY2023 fuel oil, propane, gasoline and over the road diesel.

C. Halloween - Sup. Brown announced Trunk or Treat will be held at Kate Mountain Park, Oct 31, 4pm-7pm.

D. 2023 Budget Workshops- - Supervisor Brown reported she is working with Spectrum to provide security cameras and a wifi hotspot at the park. The approximate monthly increase in price will be $225.

Budget Workshops will be held on September 28 and October 5 at 5:30pm.

OLD BUSINESS

A. LED Streetlight Conversion

RESOLUTION #29 Authorizing National Grid to Replace Existing Streetlights with LED's
On a motion by Co. Jarvis, second by Co. Demong, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve National Grid to replace all existing streetlights with LED streetlights.

B. Wifi/Security - Supervisor Brown is continuing to work with Spectrum to provide wifi and security cameras at Kate Mt Park.

C. KMP Building - Supervisor Brown requested the commercial stove and refrigerator be declared surplus as the kitchen in the Town Hall will be renovated into a records room with a small section, outside of the records room, for a microwave, coffee pot, etc.

RESOLUTION #30 Declaration of Surplus Kitchen Equipment
On a motion by Co. Demong, second by Co. Waters, BE IT RESOLVED that the Town Of Franklin Town Board does hereby declare the commercial refrigerator manufactured by True Company and the Garland 10-burner gas over to be surplus and authorizes the Town Clerk to sell the equipment for a fair price.

D. CDBG-Supervisor Brown reported the Town has been granted an extension to complete the final two projects.

E. DASNY-Sup. Brown reported she has not received an update from Sen Stek's office.

F. Pump Track-Co. Waters and Huston reported work on the beginner track is complete. The advanced track is on hold due to lack of water available onsite. The board will discuss next steps at a later date.

COMMITTEE REPORTS

A. Recreation - Co. Demong spoke to DEC Regional Forester Rob Daily regarding the DeBar Unit Management Plan. Mr. Daily had no new information to provide to the Town of Franklin.

B. Newsletter - Co. Huston reported the newsletter is nearly completed. She will email it to Sup. Brown for editing.

There being no further business to discuss, Supervisor Brown adjourned the meeting at 8pm.
