Public Comment
Legislator Lindy Ellis updated the board on progress made on the federal grant application to expand broadband in the Town of Franklin. Council Member Demong and Supervisor Brown will draft and sent a letter explaining the unique needs of the Town of Franklin.

The board audited and approved the following claims:

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars read the following:
- Plowed and sanded when needed
- Had men out several times to cut trees as needed
- Ongoing beaver issues
- Gas & Fuel sheet given to Town Clerk.
RESOLUTION #3 284 AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS
On a motion by Councilman Bartiss, second by Council Member Demong, second by Council Member Jarvis BE IT RESOLVED that the Town of Franklin Town Board does hereby approve the expenditure of up to $108,700 for primary work and general repairs of approximately 68 miles of town roads.

NEW BUSINESS
A. Friends of the North Country
Allison Trombley updated the board regarding the active rehab projects in the Town of Franklin. She stressed the contractors are urgently needed.
RESOLUTION #4 APPROVAL OF CAPITAL EXPENDITURE (CDBG)
On a motion by Council Member Demong, second by Council Member Jarvis, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the capital expenditure $25,000 plus administrative, project delivery and other soft costs in accordance with the Town of Franklin Housing Rehabilitation Program for Project FR-19-06.

RESOLUTION #5 APPROVAL OF CAPITAL EXPENDITURE (CDBG)
On a motion by Council Member Waters, second by Council Member Jarvis, BE IT RESOLVED that the Town of Franklin Town Board does hereby approve of the capital expenditure $16,500 plus administrative, project delivery and other soft costs in accordance with the Town of Franklin Housing Rehabilitation Program for Project FR-19-04.

B. ARRA Funds-
Supervisor Brown announced the February Board meeting will focus on the use of ARRA funds. A small building to house two restrooms and kitchen was discussed. Supervisor Brown requested board member bring ideas and pertinent information to the February Board meeting.
OLD BUSINESS
A. DASNY & Assemblyman Jones' Funding -
Supervisor Brown reported both grants are in the final stages of approval. Direct Deposit information has been provided to DASNY for the Jones funds.
COMMITTEE REPORTS
A. Recreation - Councilman Jarvis has continued to work with Adirondack Research regarding the two informational kiosks. Councilman Jarvis also provided renderings of kiosks with measurements and grades to the board.
ADJOURNMENT
There being no further business to discuss, Supervisor Brown adjourned the meeting at 6:45pm.
