CALL TO ORDER
Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting a quorum was present.
PUBLIC COMMENT
Leg. Lindy Ellis brought the board up-to-date on various funding sources and providers the North Country Broadband Alliance has applied to in order to increase high-speed broadband availability and affordability in the North Country. Leg. Ellis also informed those present about funding opportunities through Franklin County Tourism including direct marketing, co-op marketing, matching grants and trail improvements.

HIGHWAY SUPERINTENDENT'S REPORT - Superintendent DeMars submitted the following written report, read by Supervisor Brown:
- Plowed, sanded and cut trees when needed
- BRIDGE NY—Update—Need resolution to hire consultant
- Had grader and loaders out several times to make weeps, push back banks and to deal with water issues from recent heavy rains and snow.
- Sent one man and the military truck to assist Town of Saranac

RESOLUTION #18 ENGAGE THE SERVICES OF BARTON & LOGUIDICE FOR SWINYER RD/LYON BROOK CULVERT REPLACEMENT PROJECT
Whereas, an application to BridgeNY for Swinyer Road culvert was successful and selected under the 2021 Bridge NY funding and;
Whereas, the Town of Franklin requested proposals from 15 firms all included on the 2019 LDSA Region 7 list to complete the design and construction/inspection/administration for the designated project and;
Whereas, the Town of Franklin reviewed and scored the 2019 LDSA Region 7 master proposals of the responding firms and therefore:
BE IT RESOLVED the Town Board of the Town of Franklin does hereby designate Barton & Loguidice, DPC to complete the Design and Construction phase services for the Swinyer Road Over Lyon Brook Culvert Replacement Project.

NEW BUSINESS None
OLD BUSINESS
A. Assemblyman Billy Jones' Grant - Supervisor Brown announced she has received confirmation that on March 15, 2022 $500,000 will be directly deposited into the Town of Franklin General Fund Account.
B. DASNY TOWN HALL PROJECT - Supervisor Brown informed the board she will focus on this project after the Jones funds are received.
C. American Restoration and Recovery Act (ARRA) Funds - Supervisor Brown announced, on Councilman Demong's recommendation, she has contacted engineer Dominic Fontana. Mr. Fontana has agreed to design a septic system to accommodate the concession stand/restrooms to be built at the park at no charge to the Town. Supervisor Brown has also been in contact with Snickles Plumbing & Heating and electrician Rick Stevenson from Gabriels. Both have agreed to work with the Town of Franklin on this project. Supervisor Brown and Code Enforcement Derrick Martineau will work with and provide all necessary information to all contractors.
COMMITTEE REPORTS
A. Recreation - The committee will contact new Historian Ralph Etienne to discuss applying for funding through Franklin County Tourism to hold a historically related event in 2022. The committee continues its work with Adirondack Resources and Mike Martin on the two kiosks. Locations were discussed for the kiosks were discussed as well as color. Adirondack Resources has begun a first draft of maps, interpretive content, info-graphics and a list of top recreation sites and is requesting board input.
B. Youth Program - The Town Clerk will provide Supervisor Brown with all necessary contact information for the local department of health, Red Cross and lunch program. Bonnie Webb has been hired to prepare lunches this year. Dates will be July 5-August 12. Council Member Waters reported she has applied for a grant to create a "Pump Track" (BMX) at Kate Mountain Park.
C. Newsletter - Council Member Huston reported the first newsletter of 2022 will be delivered this week. She requested all written material for the next edition be submitted to her by mid-April. Quarterly editions are planned.
