Regular Board Meeting - October 14, 2020
BOARD MEMBERS PRESENT:
Supervisor Dorothy Brown, Councilman Tom Bartiss, Councilman Richard Jarvis, Councilman Don Hamm and, Councilman Leo Demong
BOARD MEMBERS ABSENT:
Doris Hamm, Lindy Ellis—Franklin County Legislator, Paul Blaine—Code Officer, Jacques DeMars—Highway Superintendent and Lauren LeFebvre—Town Clerk
CALL TO ORDER
Supervisor Brown called the meeting to order at 5:30pm. The Pledge of Allegiance was recited and the Town Clerk called the roll, noting the full board present.
Leg. Lindy Ellis-Lindy reported Franklin County Industrial Development and Local Development Corporation are working together to provide local business support through federally funded micro-enterprise grants and desitination development funding. Selected projects will received grants for $500-$5,000. Increasing Broadband was also discussed. Supervisor Brown stated Councilman Bartiss will represnt the Town of Franklin for this project.
REVIEW/APPROVAL OF SEPTEMBER 9, 2020 MINUTES
The minutes of September 9 will be amended to reflect the change of DEC to The Nature Conservancy/Adirondack Park Invasive Plant Program. D.Jarvis-T.Bartiss m/s/p All Aye

HIGHWAY SUPERINTENDENT'S REPORT
Superintendent DeMars read the following report:
- Mowed landfill per request of Sup. Brown
- Hauled sand
- Changed culvert on Keith Rd
- Mowing completed
- Howe Road was smoothed out due to heavy rains
- Had men out several times to cut trees that were down due to high winds
- Assisted Town of Malone with paving
- Assisted Town of Saranac with hauling sand
- Assisted Town of Saranac with paving
- Shimmed section of Roseman Lane with assistance of Town of Saranac
- Shimmed sections of Rock Street with the assistance of Town of Saranac
- Assisted the Village of Tupper Lake with paving
- Contacted Rick Provost from From Franklin County Emergency Response regarding trees on phone lines on Alder Brook Park Rd. Rick was successful in getting Ausable Valley
- Telephone to have the trees removed from the lines.
A. 2021 Preliminary Budget
RESOLUTION #37 PRESENT 2021 TOWN OF FRANKLIN PRELIMINARY BUDGET
On a motion by Councilman Demong, second by Supervisor Brown, BE IT RESOLVED that the Town of Franklin Town Board does hereby set the time, place and date for Public Comment regarding the 2021 Town of Franklin Preliminary Budget for Wednesday, November 11, 2020 at 5:30pm at the Franklin Town Hall in Vermontville, NY.

B. Year-End Meeting -Supervisor Brown set the year-end meeting for December 30 at 5:30pm at the Franklin Town Hall.
A. Garage Re-Build Update: Next meeting with AEDA will be before the end of October. Construction is ongoing. The building is scheduled to be completed before January 1, 2021
B. DASNY: No updates. All paperwork has been submitted
C. HUD Grant
RESOLUTION #38 APPROVAL OF CDBG PROJECT FR-19-03
On a motion by Councilman Hamm, second by Councilman Bartiss, BE IT RESOLVED that the Town of Franklin Town Board does hereby authorize the capital expenditure of $28,900, plus administrative, project delivery, and other soft costs, in accordance with the Town of Franklin Housing Rehabilitation Program.

A. Cemetery: The committee is locating property corner markers and also researching the necessary turning radius for large trucks, with respect to the placement of the proposed new road.
B. Recreation: The committee ordered required playground area signage for Kate Mountain Park and the Town Hall play area.
There being no further business to discuss, Supervisor Brown adjourned the meeting at 6:15pm.
