The Town Board of the Town of Franklin held a duly advertised Special Board Meeting, Budget Workshop and Subdivision Workshop on Monday, Monday, October 15, 2007 at 7:00 pm at the Vermontville Town Hall.

CALL SPECIAL BOARD MEETING TO ORDER
Supervisor Keith called the meeting to order; the Pledge of Allegiance was recited; the Town Clerk called the roll, and announced the full board was present.
BUDGET WORKSHOP
Budget Officer Richard Meagher presented the General Fund of the 2008 Tentative Budget to the Board. He explained the tentative budget is assembled from input gathered from department heads; if no information is submitted by departments, he and Supervisor Keith estimate amounts required. Mr. Meagher reviewed the General Fund portion of the 2008 Tentative Budget line by line, and revisions were made. Mr. Meagher then left the meeting. The Highway Fund will be reviewed on Monday, October 22, 2006 at 7:00 pm.
SPECIAL BOARD MEETING
OPEN FUEL BID
In response to the Town's advertised request for fuel bids, the only bid received was from Griffith Energy which bid as follows (2007 rates added by Clerk):

Supervisor Keith reported she had inquired of Griffith why it did not submit a bid to supply fuel to the entire County of Franklin and was informed the company did not have the resources to cover the entire area. Supv. Keith stated experience with Griffith was positive - she is very satisfied with their service and with their billing system. The Board concurred Griffith, based in the southern end of Franklin County, was timely and efficient with its deliveries.

RESOLUTION NO. 47: AWARD CONTRACT FOR FUEL TO GRIFFITH ENERGY
WHEREAS, the Town published request for bids for fuel; and WHEREAS, Griffith Energy was the sole bidder; and WHEREAS, the Town has experienced good service and competitive prices from Griffith Energy; NOW, THEREFORE,
BE IT RESOLVED, that the Town Board hereby authorizes the Supervisor to continue purchase of fuel from Griffith Energy on the same terms and conditions.

FRANCHISE AGREEMENT WITH TIME WARNER CABLE
Motion to approve Franchise Agreement with Time Warner Cable
RESOLUTION NO. 48: APPROVE FRANCHISE AGREEMENT WITH TIME WARNER CABLE
WHEREAS, the Town of Franklin had entered into a contract with Adelphia Cable for it to conduct business in the Town, Adelphia entered into bankruptcy, and Time Warner Cable is its successor; and WHEREAS, a duly noticed Public Hearing was held this date concerning the Franchise Agreement; and WHEREAS said Agreement must be executed before the end of the year;
NOW, THEREFORE, the Town of Franklin Town Board agrees to the terms and conditions of a 10-year franchise agreement with Time Warner Cable.

FRANKLIN COUNTY GRANT APPLICATION FOR PAVER
The County of Franklin will be submitting another application under shared municipal services incentive grants for funds to purchase a paver, to be used by all Franklin County municipalities.

RESOLUTION NO. 49: SUPPORT FOR SHARED MUNICIPAL SERVICES
INCENTIVE GRANT APPLICATION BETWEEN
FRANKLIN COUNTY AND ALL MUNICIPALITIES
WITHIN THE COUNTY THAT WILL SHARE THE
PAVER
WHEREAS, the Town of Franklin hereby supports the Shared Municipal Services Grant Application as Co-Applicant with the County of Franklin; and WHEREAS, the authorized representative to act on behalf of the governing body in all matters relating to this grant will be the Town Supervisor; NOW, THEREFORE,
BE IT RESOLVED, that the Town Board of the Town of Franklin hereby supports said grant application and authorizes the Town Supervisor to act on behalf of the Town of Franklin as authorized representative.

SINKHOLE ROAD
The sinkhole on Sinkhole Road is once again sinking. After some discussion, the Board determined the problem has become a public safety hazard and a liability to the Town. Couns. Gene Goff and Walt Kretser suggested closing that entrance to the road. Supv. Keith will contact Highway Supt. Rascoe, who will refer the matter to the Franklin County Engineer. Road closure had been suggested before but because a schoolbus turnaround is located on the road, it had not been accomplished. However, the Board will recommend Supt. Rascoe relocate the turnaround and close the road.
CORRESPONDENCE.
International Harvester Truck Div. sent a notice regarding a safety recall on its spring brake modulating valve. The original was forwarded to Highway Supt. Rascoe.
QUESTIONS AND COMMENTS
- In response to a query concerning why the position of Town Historian was not advertised, Supv. Keith responded the position is appointed and was in Board's sphere of responsibility.
- Concerning the contribution of employees to their own health insurance plans, Coun. Gene Goff stated all the employees contribute 15% of the cost of their plans.
SUBDIVISION WORKSHOP
Coun. Kretser distributed a 13-page revision of the 55-page document and requested Board members to review it and to reword it so read in plain English. A special board meeting and subdivision workshop will be held on Thursday, October 25, 2007 at 7pm. Couns. Kretser and Ordway will make revisions to the 14-page document, forward to the Town Clerk, who will email same to the rest of the Board.
